O Vicedo approves the modification of the budget and the personnel framework

The City Council of O Vicedo has publicized the final approval of file no. 6/26 regarding the modification of the current municipal expenditure budget and the career civil service personnel framework, agreed upon by the Plenary in the ordinary session of July 29, 2026. The announcement, signed by Mayor José Jesús Novo Martínez on August 26, is published in the Official Gazette of the Province of Lugo number 197, Saturday, August 29, 2026, under reference R. 2319.

The modification amounts to 19,779.68 euros and is processed under article 177.2 in relation to article 169.3 of Royal Legislative Decree 2/2004, of March 5, which approves the revised text of the law regulating local finances. The personnel framework, for its part, is adjusted to article 127 of Royal Legislative Decree 781/1986, of April 18, the revised text of the legal provisions in force regarding the local regime.

The new state of expenditures

Following the processing of the file, the summary by chapters of the state of expenditures of the municipal budget is configured as follows:

• Chapter I, personnel expenses: 1,558,083.08 €
• Chapter II, expenses for current goods and services: 970,575.16 €
• Chapter III, financial expenses: 1,000.00 €
• Chapter IV, current transfers: 76,140.00 €
• Chapter V, contingency fund and other unforeseen events: 30,210.04 €
• Chapter VI, real investments: 963,602.90 €
• Chapters VII, VIII and IX (capital transfers, financial assets and liabilities): no allocation

The total sum of the budget amounts to 3,599,611.18 euros.

The civil service personnel framework

In the same session, the modification of the Corporation’s career civil service personnel framework was approved, which consists of:

• State Qualification Scale, Secretariat-Intervention subscale: one Secretary-Interventor (group A1, destination supplement 28)
• General Administration Scale, Administrative Assistant subscale: three Administrative Assistants (group C2, CD 18)
• General Administration Scale, Subaltern subscale: one Multi-Service Bailiff, under an interim regime (group E, CD 14)
• Special Administration Scale, Technical subscale: one Urban Planning Technician (group A1/A2, CD 24)
• Special Administration Scale, Special Services subscale: one Multi-Service Operator (group E, CD 14)

Appeal process

In accordance with article 171.1 of Royal Legislative Decree 2/2004, a contentious-administrative appeal may be filed directly against the final approval of file no. 6/26 before the High Court of Justice of Galicia, in the form and within the time limits established by the rules of the contentious-administrative jurisdiction.

The publication of this announcement serves as collective notification and directly affects the municipal organization and public employment of the council; therefore, its validity conditions both the execution of expenditure and the personnel structure at the service of the Corporation during the current financial year.
