O Valadouro reorganizes the council departments following the resignation of Rubal Balseiro

The mayor of the Concello do Valadouro, José Manuel Lamela Piñeiro, issued a mayoral resolution on September 15, 2026, modifying the delegation of competencies of the governing team and filling the vacancy left by the resignation of councilwoman Ana Isabel Rubal Balseiro. The new councilwoman Rocío Blanco Pliego assumes the areas of Education, Women, Youth, and Social Services, while Senén Alfonso Castro Lorenzo takes over the management of Sports, Works, Urban Planning, and Rural Environment. The resolution is published in the Boletín Oficial da Provincia de Lugo no. 218, of September 23, 2026, with the reference R. 2516.

The legal framework of the substitution

The decision takes the form of a mayoral resolution and is based on article 21.3 of Law 7/1985, of April 2, regulating the bases of the local regime, and articles 43 and following of the Regulation of Organization, Operation and Legal Regime of Local Entities, approved by Royal Decree 2568/1986, of November 28.

There are two precedents recorded in the file:

• The resignation of councilwoman Ana Isabel Rubal Balseiro, registered on August 14, 2026, under number 2026-E-RC-2255.
• The submission of the credential issued by the Junta Electoral Central in favor of Rocío Blanco Pliego, dated September 14, 2026, under number 2026-E-RC-2617.

Distribution of competencies

The first point of the resolution assigns the following areas to Rocío Blanco Pliego, upon her taking office:

• Education: management of educational centers, nursery schools, and transport grants.
• Women’s Equality: policies for equal opportunities between men and women and integration.
• Youth: management of local youth policies.
• Social Services: management of the municipal area.

For his part, Senén Alfonso Castro Lorenzo receives the competencies for:

• Sports: sports facilities, promotion and encouragement of sports, sports schools, and the swimming pool.
• Works: works brigade, roads, repairs, maintenance, conservation and cleaning, public lighting, and access to rural and urban centers.
• Urban Planning: impulse and coordination of local urban planning policies in the phases of planning, management, intervention, and legality control.
• Rural Environment: promotion of the rural environment, fire brigades, forest tracks, relations with forest industries, biomass management, and relations with the neighborhood associations of common lands.

The text maintains the rest of the distribution of competencies as it currently stands.

Appointments and procedures

The resolution also appoints Rocío Blanco Pliego as a member of the Xunta de Goberno Local in substitution of Ana Isabel Rubal Balseiro, and the same councilwoman becomes part of the School Council of CEIP Santa María do Valadouro and the school council of the nursery school. The mayor’s office also assumes representation in the Mixed Commission of the Punto Limpo.

The agreement must be communicated to the affected councilwomen and councilmen for their acceptance and published in the bulletin once accepted or after three business days have passed since the communication without an express manifestation of non-acceptance. The mayor’s office will report the resolution to the Plenary of the Corporation at the first session it holds.

The reorganization guarantees the continuity of the areas of Education, Social Services, Works, and Rural Environment in the council, while placing Rocío Blanco Pliego on the Local Government Board and in the municipal school bodies, so that the substitution of the previous councilwoman is finalized in all areas of representation.
