O Valadouro hires a tractor driver until December 31st

The Valadouro City Council has approved a temporary program for the maintenance and clearing of municipal roads and, in the same resolution, the appointment of a tractor driver as an interim official. The decision was made by the mayor-president, José Manuel Lamela Piñeiro, through a mayoral resolution dated October 22, 2026, published in the BOP Lugo no. 248 of October 29, 2026, under the official reference R. 2930.

An urgent reinforcement for the works service

The justifying report accompanying the resolution explains that the council already has a municipal tractor used for the maintenance and conservation of municipal roads, but that the current personnel resources of the works service are insufficient to undertake these tasks. According to the text, the current state of the roads and the need to keep them in optimal conditions of use and safety make it urgent to reinforce the service with personnel specialized in tractor driving.

The local government justifies the measure due to the temporary nature of the need and the absence of a specific position within the municipal staff. The resolution emphasizes that the incorporation of a driver allows conservation tasks to be carried out “in an adequate and efficient manner.”

Direct coverage from the employment pool

The appointment is made without a new selection process, drawing from the list of applicants that the council already has established:

• The position is covered through the current employment pool for the category of operator – driver, created by R.A. 266/2025, of April 14, 2025.
• The appointment falls to the person listed first in the pool who meets the required requirements, as stated in the announcement itself.
• The announcement does not identify the appointed person by first and last name.

The execution period of the program spans from October 26 to December 31, 2026, dates which appear expressly in the report approved alongside the resolution.

Legal basis of the interim appointment

The resolution supports the decision based on three regulations:

• Article 10.1.c) of the Recast Text of the Law of the Basic Statute of the Public Employee, approved by Royal Legislative Decree 5/2015, of October 30, which allows the appointment of interim officials to execute temporary programs when reasons of necessity and urgency concur.
• Article 21.1.h) of Law 7/1985, of April 2, regulating the bases of the local regime, regarding the competencies of the mayor.
• Article 61.1.i) of Law 5/1997, of July 22, of the Local Administration of Galicia.

Within this framework, the mayor resolved to approve the 2026 temporary program for the maintenance and clearing of municipal roads and the appointment of the tractor driver as an interim official, incorporating the full content of the justifying report into the resolution.

The publication in the provincial bulletin reports both the creation of the program and the appointment in a single announcement, signed in O Valadouro on October 22, 2026, by the mayor-president himself.

Effect on local employment and rural roads

The measure affects two fronts. On one hand, it opens a job opportunity of barely two months for people already registered in the municipal pool of operator-drivers, which is the planned route to fill the position. On the other, it responds to a recurring demand from the residents of the parishes, who depend on municipal roads to access their homes, plots, and farms.

The timeframe is short and linked to the budget year: the program ends on December 31, 2026, meaning that any continuity of the service beyond that date would require a new municipal decision.
