SERGAS appoints two heads of Primary Care in Coruña and Cee

The Management of the Coruña and Cee Health Area has resolved the public call for the provision of Primary Care Service Head positions and has appointed two professionals to their respective destinations. The decision is published in the Official Gazette of Galicia number 187, of October 1, 2026, in section IV, Oppositions and competitions, by means of the Resolution of September 23, 2026 (official reference CVE-DOG jlwvlwh9-s598-cta6-2qa9-rg2dhdvo7mn7). Those selected are María Isabel Espiñeira Brañas and Ana García Doval.

Origin of the call and regulatory framework

The provision of these positions was called via the Resolution of May 14, 2026, published in the Official Gazette of Galicia number 96, of May 26. The resolution now published closes the selection process and formalizes the appointments.

The management acts by virtue of the competencies attributed by several regulations:

Decree 145/2024, of May 20 (DOG no. 101, of May 27), establishing the organic structure of the Galician Health Service.
Order of April 22, 2020 (DOG no. 82, of April 29), on the delegation of competencies to central and peripheral bodies of the Ministry of Health and the Galician Health Service.
Decree 134/2019, of October 10 (DOG no. 204, of October 25), regulating the health areas and health districts of the public health system of Galicia.

The resolution bears the signature of Luis Verde Remeseiro, manager of the Coruña and Cee Health Area, and is dated September 23, 2026, in Coruña.

The two awarded positions

The annex of the resolution details the two appointments, both as Head of Primary Care Service:

María Isabel Espiñeira Brañas, Head of Primary Care Service of Arteixo.
Ana García Doval, Head of Primary Care Service of Castrillón.

The document partially hides the DNI numbers of the candidates to preserve personal data.

Deadlines for cessation and taking office

The resolution sets a strict calendar for the two appointees:

Cessation from the position they currently hold: within three business days following publication in the Official Gazette of Galicia.
Taking office of the awarded position: three business days if the current position and the awarded position are in the same health area, or fifteen business days if they are in different areas.
Extension: possible, if service needs allow and upon a reasoned request from the interested party, at the discretion of the convening body.

For these purposes, a position held is understood to be one effectively occupied, regardless of whether it is in the condition of a definitive appointment, attachment, provisional appointment, or service commission. The period for taking possession and its extension are considered active service, and salaries are received in accordance with the order on the preparation of payrolls for personnel in the service of the autonomous Administration.

Administrative appeal and effects of non-compliance

An administrative appeal (recurso de alzada) may be filed against the resolution before the General Directorate of Human Resources of the Galician Health Service, within a period of one month starting from the day following its publication, under the terms of articles 121 and 122 of Law 39/2015, of October 1, on the common administrative procedure of public administrations. Those who do not report to the awarded position within the established period shall be understood to be requesting voluntary leave for private interest and shall be declared in that situation by the competent body.

The filling of these two Primary Care management positions consolidates the directive structure of the Health Area of A Coruña and Cee and has a direct effect on the organization of the health centers of Arteixo and Castrillón, two reference areas for users of the surrounding region.
