Sergas announces 25 emergency doctor positions in Ourense

The Galician Health Service (Sergas) announces a selection process, via a competition system, for admission as permanent statutory staff in the category of hospital emergency physician at the University Hospital Complex of Ourense (CHUO). The call, signed on August 14, 2026, by the General Directorate of Human Resources, was published in the Official Gazette of Galicia number 161, dated August 26, 2026, in the section for competitive examinations and contests.
This is a position declared as difficult to fill; therefore, the measure seeks to guarantee the continuity of care and the quality of an essential service such as hospital emergency care for the population of Ourense, as well as to promote the stability of human resources.
Regulatory Framework
The call stems from Law 2/2022, of October 6, on extraordinary measures aimed at boosting the provision of difficult-to-fill positions for certain statutory staff with a specialist degree in health sciences, modified by Law 4/2026, of July 13, which extended its application to hospital emergency staff at the CHUO.
On that basis, Decree 88/2026, of July 27, approved the public employment offer for the 25 vacant hospital emergency physician positions existing in the CHUO Emergency Service for the year 2026. The process was processed following negotiations with union representation within the Sectoral Health Table.
Positions and Access Systems
The 25 announced positions are distributed among three access systems, according to Annex I of the resolution:
- 17 positions via the open access quota.
- 6 positions via the internal promotion quota (25% of the total).
- 2 positions via the reserve quota for people with disabilities.
Applicants may only participate in one of the quotas, and no change of modality will be permitted once the registration period has ended. Unfilled internal promotion positions will be added to the open access quota.
Requirements and Application Deadline
To participate, it is necessary to hold a degree as a specialist physician in health sciences (subgroup A1), not to have been dismissed from service, and to pay the examination fee, set at 44.17 euros, with exemptions for people with a disability equal to or greater than 33% and special category large families.
Applications shall be submitted electronically through the Professional Virtual Office (Fides/expedient-e) from the day following the publication of the resolution until September 30, 2026, both days inclusive. The provision of services will be carried out under the working day regime specific to emergency medical staff, without exemption from on-call shifts for age-related reasons during the first three years.
Relevance for the Population
The difficulty in covering this category at the CHUO stems from the unavailability of professionals on the temporary selection lists, the lack of applications for the positions in the transfer competition, and the persistence of unfilled vacancies in the Emergency Service. With this call, Sergas takes a step toward stabilizing the staff and ensuring urgent care for the population of Ourense, within a context of a shortage of specialists in the public health system.
