Repsol's phase 2 pipeline enters public consultation in A Coruña

The Territorial Department of A Coruña of the Ministry of Economy and Industry has submitted for public information the request for administrative authorization and declaration of public utility for the execution project of the hydrocarbon transport infrastructure corresponding to the connection pipeline of the outer port of A Coruña with the refinery, in its phase 2. The decision is contained in the Agreement of August 6, 2026, published in the Official Gazette of Galicia number 165, of September 1, 2026, page 47579, under file SEM 2026/101.
The project is promoted by the company Repsol Fuels, S.A., with CIF A28047223 and address at estrada de Bens, s/n, 15008 A Coruña. The action affects the municipal terms of Arteixo and A Coruña, in the province of A Coruña.
Legal framework and object of the project
The processing is based on article 40 and title V of Law 34/1998, of October 7, of the hydrocarbon sector, as well as article 6 of the Regulation of petroleum installations, approved by Royal Decree 2085/1994, of October 20, and modified by Royal Decrees 1523/1999 and 542/2020.
Phase 2 (May 2026) comprises the connection works of eight pipeline pipes with the Repsol industrial complex in A Coruña, as well as the connection of those eight pipes and their auxiliary installations at the outer port of Punta Langosteira, in Arteixo. The objective is to complete the transfer of Repsol’s liquid bulk operations from the inner port of A Coruña to the outer port.
Planned installations
The actions are divided into two areas:
- In the public port domain: adaptation of the existing pier with new loading arms (front 1), new berthing front on the south side of the service pier (front 3), new front at the eastern end of pier A3 (front 2), expansion of the pumping installations, new unloading arms and interconnection lines between the fronts and the pumping installations.
- In the Repsol Fuels, S.A.U. industrial complex: connection of approximately 75 meters of the 8 underground duct lines installed in phase I, on the refinery side.
Deadline for allegations and consultation
The owners of the affected properties, as well as the holders of real rights or economic interests over the assets that may have been omitted, may present allegations during a period of fifteen (15) business days, counted from the day following the publication of the agreement in the DOG, addressed to the territorial director.
The documentation is available at the Energy Section of the Territorial Department of A Coruña (rúa Vicente Ferrer, no. 2, 2nd floor, 15071 A Coruña), Monday to Friday from 9:00 a.m. to 2:00 p.m., by prior appointment, and also on the department’s web portal. The individualized list of assets and rights subject to necessary temporary occupation appears in the annex of the agreement, which includes plots in the place of Nostián, in the municipality of A Coruña, with affected areas between 33 and 247 m².
The agreement was signed by the territorial director of A Coruña, Isidoro Martínez Arca. The declaration of public utility will allow the temporary occupation of the land necessary to execute a key infrastructure for the energy supply of the A Coruña refinery, therefore the allegations phase constitutes the opportunity for those affected and the citizenry to present their considerations before the final resolution.
