The Galician Agricultural Guarantee Fund (Fogga) opens the direct granting of emergency financial aid intended to compensate for the overcost of fertilizers and energy borne by Galician agricultural holdings as a consequence of the crisis in the Middle East. The resolution, signed on October 27, 2026, by the director of the organization, Juan José Cerviño Varela, is published in the Official Gazette of Galicia (DOG) number 207, Thursday, October 29, 2026, in section III. Other provisions. The measure has a total allocation of 3,652,583.30 euros and will be processed under procedure code MR243A.
The regional regulation is issued under Commission Implementing Regulation (EU) 2026/1894 of July 27, 2026, whereby emergency financial aid is granted to farmers affected by specific problems impacting their economic viability due to the conflict in the Middle East. This regulation makes Union funds available to Member States to compensate for the losses of the holdings most affected by the price increase of fertilizers, energy products, or both, using objective and non-discriminatory criteria and without distorting the market.
The distribution of amounts was agreed upon at the Sectoral Conference on Agriculture and Rural Development held in Madrid on October 21, 2026, which allocated 1,652,583.30 euros to Galicia charged to the Union’s agricultural reserve. The Xunta adds complementary regional financing of 2,000,000 euros to reinforce support for the affected holdings. The aid is financed with the 2026 budget application 15 80 713F 4790, of which 1,652,583.30 euros come from the European Agricultural Guarantee Fund (EAGF).
Compensation per hectare and since when
Economic losses derived from the price increase of fertilizers and, if applicable, agricultural diesel produced from March 1, 2026, the start date of the conflict, are eligible for subsidies. The amounts per hectare are calculated using the methodology of the Ministry of Agriculture, Fisheries and Food, which estimates an overcost of fertilization of 55.32 euros per hectare for rainfed land and 145.51 euros for irrigated land.
- Rainfed area: 55.32 euros per hectare.
- Irrigated area: 145.51 euros per hectare.
- Additional compensation for agricultural diesel: 12.00 euros per hectare.
- Calculation base: utilized agricultural area from the 2026 CAP single application, excluding temporary and permanent pastures.
According to the resolution, the maximum unit amounts of the state aid cover only 69.29% of the overcost for rainfed land and 63.57% for irrigated land, therefore the regional contribution takes the totality of the calculated overcost as a reference to compensate for it fully, without prejudice to the limits and the prevention of overcompensation.
Requirements to access the aid
Beneficiaries may be natural or legal persons and entities without legal personality who hold a holding located totally or partially in Galicia, who carry out agricultural activity under their effective control and have submitted the single PAC application for the 2026 campaign to the community.
- Natural persons: registered in the special regime for self-employed workers (RETA), whether or not they are incorporated into the Special System for self-employed agricultural workers (SETA), and a minimum of 25% of total 2025 income of agricultural origin.
- Companies with legal personality: registration in RETA or SETA is not required, but they must likewise prove 25% agricultural income based on form 200 of the corporate tax.
- New incorporations of 2025 or 2026: the minimum proportion of income is not required.
- Exceptions: agri-food cooperatives, community land holding cooperatives, associated work cooperatives with agricultural objectives, and shared ownership holdings under Law 35/2011.
Deadlines, limits and control
The communication of the acceptance of the aid must be submitted by electronic means, through the standardized form of the electronic headquarters of the Xunta de Galicia, within a period of ten business days from the day following the publication of the resolution in the DOG. Aids lower than 100.00 euros or higher than 6,010.00 euros per beneficiary person will not be granted; if the sum of the individual amounts exceeds the available allocation, they will be reduced proportionally.
Fogga will approve a control plan and may request invoices for fertilizers and diesel for the period starting March 1, 2026. The instruction corresponds to the General Sub-directorate for PAC Management and the resolution to the Direction of Fogga, with a maximum period of two months to resolve and notify; an administrative appeal (recurso de alzada) may be filed against it before the Presidency of the organization within one month.
The aids are compatible with other subsidies for the same purpose provided they do not exceed 100% of the cost, but contributions from other administrations must be declared. In particular, state aids from article 50 of Royal Decree-Law 7/2026, of March 20, are taken into account, so that the sum of the two does not exceed the total estimated overcost. The extract of the call was published with identification number 938435 in the National Database of Subsidies (BDNS).
The call comes at a time of cost tension for the Galician primary sector and covers both agriculture and livestock, without priorities by productive orientation. The Xunta justifies the urgency in that, without this support, some of the affected holdings could see their viability compromised and even abandon the activity, with a direct impact on the maintenance of the rural environment.
