The Rúa City Council approves a credit supplement of 900,191 euros with a loan

The Plenary of the A Rúa Council initially approved, in the session of October 15, 2026, a credit supplement in the amount of 900,191.31 euros corresponding to file 2026/SC/03, financed almost entirely by a loan from the Financing Fund for Local Entities linked to the 2026 supplier payment mechanism. The agreement is published as an announcement of initial approval in the Official Gazette of the Province of Ourense on October 27, 2026, in section IV. Local Entities, and opens a fifteen-day period for the submission of allegations.

The operation consists of a modification of credits of the municipal budget currently in force, in the form of a credit supplement, according to the announcement signed by the mayor, María González Albert, with registration reference R. 2.552. The supplement allows for the increase of expenditure allocations of the current budget through the incorporation of resources from two different sources of financing: a loan already granted within the framework of the state mechanism for payment to suppliers and a contribution from the liquid treasury surplus.

The procedure applied is that provided for in Article 169.1 of the consolidated text of the Law regulating local finances, approved by Royal Legislative Decree 2/2004, of March 5, by express referral of Article 177.2 of the same legal text, which subjects these files to public information before their definitive approval.

An operation of 900,191.31 euros in two financing sources

The initially approved file is broken down into two items of different origin, according to the detail appearing in the official announcement:

• Total amount of the credit supplement: 900,191.31 euros.
• Loan from the Financing Fund for Local Entities (2026 supplier payment mechanism): 897,862.75 euros.
• Treasury Surplus for general expenses: 2,328.56 euros.
• File code: 2026/SC/03, fiscal year 2026.
• Date of the plenary agreement of initial approval: October 15, 2026.

In addition to the credit supplement, the same Plenary initially approved the entirety of the credit modification file, meaning the processing includes both the increase in allocations and its financial coverage through the aforementioned resources.

Financing: the weight of the supplier payment mechanism

The bulk of the supplement is covered by debt from the Financing Fund for Local Entities, as the loan of 897,862.75 euros represents practically the totality of the 900,191.31 euros of the file. The remaining part, of only 2,328.56 euros, is covered by the Treasury surplus allocated to general expenses of the council itself.

The recourse to this state financing mechanism implies that the operation is framed within a loan line already enabled for local entities, the destination of which is specified in each budget modification file. The announcement does not detail in the published document the allocation by expenditure areas nor the list of obligations to suppliers being addressed with these funds.

Fifteen days to examine the file and file objections

The publication of the announcement activates the mandatory public exhibition phase. The deadlines and conditions set out in the text are as follows:

• Public information period: fifteen days, counted from the day following the publication of the announcement in the Official Gazette of the Province of Ourense.
• Place of consultation: municipal offices of the Concello da Rúa, as well as the entity’s electronic headquarters.
• Purpose of the procedure: examination of the file and formulation of any objections deemed pertinent.
• Effect of the expiration of the period without claims: the agreement will be considered definitively approved.

The same issue of the gazette includes another municipal procedure from A Rúa: the public exhibition of the register of water supply fees, supply network, and water canon for the second quarter of 2026, with a period of twenty business days for claims before the Municipal Secretariat.

Impact on local finances and creditors

The definitive approval of this credit supplement will determine the effective incorporation of 900,191.31 euros of resources into the 2026 budget of the Concello da Rúa, with an almost absolute dependence on the loan from the payment mechanism to suppliers. For municipal creditors and residents, the public information procedure is the only window to review, before its definitive approval, the operation that enables the payment of these obligations and its budgetary allocation.
