The Official Gazette modifies the 49th base to expand nominative subsidies and advances
Por FactBox Admin

The Bolo City Council has initially approved the modification of base 49 of the execution bases of the 2026 general municipal budget, dedicated to nominative subsidies, in order to incorporate new grants of this type and regulate the possibility of making advance payments of up to 100% of the granted amount. The agreement was adopted by the Plenary in the ordinary session of October 9, 2026, and is published as an announcement of initial approval in the Official Gazette of the Province of Ourense on October 19, 2026, section IV, Local Entities, with reference R. 2.466 and under file no. 200/2026.
What changes in base 49
The modification affects only base 49, the execution base rule that regulates subsidies of a nominative nature, that is, those grants whose beneficiary is determined directly in the budget without a public competitive call. The change pursues two objectives declared in the plenary agreement:
- Incorporate new nominative subsidies to those already planned for the 2026 financial year.
- Expressly regulate the possibility of making advance payments of up to 100% of the granted amount.
The announcement does not detail in its text the specific entities or groups being added nor the amounts assigned to each; these data refer to the plenary agreement and the administrative file, which is the document open to the public. The modification does not alter the rest of the execution bases of the 2026 municipal budget.
Fifteen business days of public information
The procedure is carried out under article 169.1 of the revised text of the Law regulating local finances, approved by Royal Legislative Decree 2/2004, of March 5. The file is subject to public information under the following terms and conditions:
- Period: fifteen (15) business days, counted from the day following the publication of the announcement in the Official Gazette of the Province of Ourense.
- Consultation: at the municipal offices and on the City Council’s electronic headquarters, https://obolo.sedelectronica.gal.
- Allegations: interested parties may submit any claims they deem appropriate during this period.
If no claim is submitted, the initial approval agreement will automatically become final, without the need for a new plenary pronouncement. Should there be claims, they will be resolved by the Plenary of the Corporation under the legally established terms.
Other budgetary modification from the same plenary
The session of October 9, 2026, left a second announcement in the same issue of the bulletin: the initial approval of credit transfer no. 4/2026, between budgetary applications of different expenditure areas, for a total amount of 40,250.00 euros (file no. 635/2026, reference R. 2.467). This file is also open to the public for fifteen business days, in accordance with articles 169.1 and 179.4 of the recast text of the Law regulating local treasuries and article 42 of Royal Decree 500/1990, of April 20.
The coincidence of both procedures in the same plenary session indicates a joint review of the budgetary framework for the fiscal year: on one hand, the movement of credit between expenditure areas and, on the other, the regime of nominative grants that the City Council grants directly.
Why it matters
The modification of base 49 determines who can receive municipal money without a competitive call and under what payment conditions. Allowing advances of up to 100% of the granted amount changes the treasury calendar of the beneficiary entities, which will be able to dispose of the total grant before justifying the expenditure, while the incorporation of new nominative lines expands the number of groups with direct access to funds from the 2026 budget. Any interested person or entity has fifteen business days from October 20 to review the file and file an appeal.
