The provincial bulletin corrects the file of the Satrebares wind farm

The Official Gazette of the Province of Lugo publishes this Wednesday, October 7, 2026, the correction of errors of the resolution that dismisses the “Satrebares” wind farm, with 125 MW of installed capacity, promoted by Maracaibo Solar, S.L., and which agrees to the archiving of file PEol-910. The rectification, issued by the General Directorate of Energy Policy and Mines of the Ministry for the Ecological Transition and the Demographic Challenge, limits the change to the list of affected municipalities and does not alter the meaning of the decision.

The original resolution is from the General Directorate of Energy Policy and Mines, dated June 19, 2026, and was published in the Official State Gazette no. 212, of August 28, 2026, on page 117125. In it, the request for prior administrative authorization for the “Satrebares” wind farm and its evacuation infrastructure, in the provinces of Lugo and A Coruña, was dismissed, with the consequent archiving of file PEol-910.

Having noticed an error in the aforementioned resolution, the General Directorate resolved to rectify it under article 109 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations. The correction was signed in Madrid on September 2, 2026, by the Director General of Energy Policy and Mines, Manuel García Hernández, and is now reproduced in the provincial gazette no. 229, corresponding to October 7, 2026, with reference R. 2665.

What the rectification changes

The error affected the enumeration of the municipal districts in which the project is located. The text published in August attributed the municipalities of Monfero and Aranga to the province of A Coruña, and placed Guitiriz, Aranga, Curtis, Oza Cesuras, and Abegondo in Lugo.

The correct wording is as follows:

• Province of A Coruña: Monfero, Aranga, Curtis, Oza Cesuras, and Abegondo.
• Province of Lugo: Guitiriz.

Thus, the only Lugo municipality affected by the project is Guitiriz, while the other four are assigned to A Coruña.

What does not change: dismissal and archiving

The rectification does not modify the substance of the decision. The General Directorate of Energy Policy and Mines maintains the dismissal of the request for prior administrative authorization submitted by Maracaibo Solar, S.L. for the “Satrebares” wind farm and its evacuation infrastructure.

The archiving of file PEol-910 is also maintained, meaning the procedure is closed in the administrative channel. The planned installed capacity was 125 MW.

Legal framework of the correction

The rectification is processed in accordance with article 109 of Law 39/2015, which allows administrations to correct material, factual, or arithmetic errors in their acts. This type of correction does not imply a new assessment of the file nor does it reopen the period for allegations.

The announcement is inserted in section I of the Official Gazette of the Province of Lugo no. 229, of October 7, 2026, on page 9, with reference R. 2665.

For the residents of Guitiriz and the other mentioned municipalities, the publication definitively clarifies the territorial scope of a project that has been dismissed, while for the energy sector, it confirms the administrative closure of a 125 MW facility. The correction prevents the erroneous list of municipalities from causing confusion in future consultations or procedures regarding file PEol-910.
