Oña appoints Noelia Alonso Abad as first deputy mayor replacing Ojeda

The Oña City Council has made public the appointment of Noelia Alonso Abad as first deputy mayor, replacing Alfredo Ojeda García, along with the subsequent modification of the municipal Governing Board. The resolution is signed by the mayor-president, Belén Paramio Vila, dated September 9, 2026, and is published in the Official Gazette of the Province of Burgos number 179, corresponding to Monday, September 21, 2026, in section III. Local Administration, with the official reference BOPBUR-2026-03899.

The agreement and its regulatory basis

The publication is carried out in accordance with the provisions of article 46 of the Regulation on the Organization, Operation, and Legal Regime of Local Entities (ROF), approved by Royal Decree 2568/86, of November 28, which mandates the publicity of the content of this type of internal organizational resolutions.

The file processed by the Council bears number 691/26 and comprises two decisions: the appointment of the new deputy mayor in replacement of Alfredo Ojeda García and the reorganization of the Governing Board as a consequence of that change.

According to the provisions of articles 44 and 46 of the ROF, the appointment shall take effect from the date of the indicated resolution, that is, from September 9, 2026, therefore the change in the municipal leadership is already in force.

The new local government structure

The resolution establishes the order of precedence of the municipality’s deputy mayors, which is configured as follows:

• First deputy mayor: Noelia Alonso Abad.
• Second deputy mayor: Víctor Manuel Ramón Blanco.

The document further specifies that the new deputy mayor will become part of the Governing Board of the Oña City Council, the collegiate body that assists the mayor in the exercise of her functions.

Functions assumed by the position

The agreement details the functions corresponding to the deputy mayor according to article 47 of the ROF:

• To substitute, in order of appointment, the holder of the Mayoralty in cases of absence, illness, or impediment that makes the exercise of the office impossible.
• To assume the substitution in cases of vacancy of the Mayoralty until the new mayor takes office.
• To substitute the holder of the Mayoralty in cases of legal abstention established in Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.

These powers make the first deputy mayor the person called upon to exercise the highest municipal responsibility when the mayor cannot perform it, giving the appointment a relevance that transcends the strictly organizational scope.

Relevance of the change

The replacement of Alfredo Ojeda García by Noelia Alonso Abad as the first deputy mayor modifies the order of succession in the municipal government of Oña and, consequently, the distribution of responsibilities within the mayor’s team. With the incorporation of the new deputy mayor into the Governing Board, the change also alters the composition of the body that collectively adopts the most significant decisions of the City Council.

For the residents of Oña, the practical effect is immediate: as of September 9, there is a new person designated to assume the Mayoralty in the event of absence, illness, impediment, or legal abstention of the holder, as well as in the event of a vacancy in the office. The publication in the Official Gazette of the Province of Burgos provides validity and official publicity to a reorganization that is already operational.
