Por FactBox Admin

The Governing Chamber of the High Court of Justice of Extremadura has appointed Pedro Manuel Díaz Trujillo as the titular justice of the peace of Navalvillar de Ibor and Santos Moreno Elvira as the substitute justice of the peace of Riolobos. The agreements, adopted in the session of September 21, 2026, are published in the Official Gazette of the Province of Cáceres number 0190, dated October 5, 2026, within Section IV, Administration of Justice. Both appointees must take office within twenty calendar days.
The framework: the Governing Chamber and Regulation 3/1995
The deciding body is the Governing Chamber of the High Court of Justice of Extremadura, which in its session of September 21, 2026, agreed upon the appointments for the position of justice of the peace. The publication is carried out via an edict signed by María Pilar García Rodríguez, Secretary of Government of the high court, in Cáceres on September 24, 2026.
The assumption of office is governed by article 20.1 of Regulation number 3/1995, of June 7, regarding Justices of the Peace: it must occur within twenty calendar days following the publication of the appointment in the provincial gazette, after taking an oath or making a promise before the judge of First Instance and Instruction of the corresponding judicial district, or before the dean if there are several.
The two appointments affect different judicial districts:
- Navalvillar de Ibor, judicial district of Navalmoral de la Mata: titular justice of the peace, Pedro Manuel Díaz Trujillo.
- Riolobos, judicial district of Coria: substitute justice of the peace, Santos Moreno Elvira.
Twenty days to swear into office and one month to appeal
The calendar is twofold. On one hand, the twenty calendar days to take office, which begin to count from the publication in the Official Gazette of the Province of Cáceres on October 5, 2026. On the other, the agreement is appealable: an administrative appeal (recurso de alzada) may be filed before the General Council of the Judiciary within one month.
This appeal is based on article 12 of Regulation number 3/1995, of June 7, in accordance with article 14 of Regulation 1/2000, regarding the Governing Bodies of Courts, and for the reasons and forms established by Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.
A batch of eleven appointments from the same session
The two edicts of October 5 are part of a larger batch agreed upon in the same session of September 21, 2026. Three days earlier, the Official Gazette of the Province of Cáceres number 0189, dated October 2, 2026, had already published nine appointments of justices of the peace:
- Higuera de Albalat (Navalmoral de la Mata): substitute, Héctor Amor del Río.
- El Gordo (Navalmoral de la Mata): substitute, Javier Alonso Gómez.
- Valdelacasa de Tajo (Navalmoral de la Mata): substitute, José Antonio Rodríguez Orgaz.
- Montánchez (Cáceres): titular, Josué Antonio Solís Trejo.
- Guijo de Coria (Coria): substitute, José Luis González Barrios.
- Guijo de Granadilla (Plasencia): substitute, José Miguel Sillero Blanco.
- Jerte (Plasencia): titular, Santiago González Cuesta.
- Santa Cruz de la Sierra (Trujillo): substitutes, Antonio Luis Barrantes Blázquez and Rafael Trevejo Jiménez.
The process is completed with the previous municipal calls. The City Council of Mata de Alcántara announced on September 14, 2026, the vacancy for the position of substitute justice of the peace for October and opened a ten-business-day application period, in accordance with articles 101 and 102 of Organic Law 6/1985, of July 1, of the Judiciary, and articles 4 and 5.1 of Regulation 3/1995. Additionally, on September 16, the High Court of Justice of Extremadura published the renewal of the substitute justice of the peace position for Zarza de Granadilla, with a period of twenty calendar days to submit applications.
Why it matters
Justices of the peace are the first instance of the Administration of Justice in small municipalities: they assume competencies in civil matters, misdemeanors, and civil registry where there is no Court of First Instance. With these appointments, Navalvillar de Ibor and Riolobos fill their positions and prevent the minor affairs of their residents from having to be moved to the headquarters of Navalmoral de la Mata and Coria. The twenty-calendar-day period marks, in practice, the date from which both positions become operational.
