Nuevos cargos en la Agencia de Transformación Digital de Castilla-La Mancha

The Governing Council of Castilla-La Mancha approved a complete renewal of the leadership of the Digital Transformation Agency of Castilla-La Mancha on September 29, 2026, with the dismissal of Juan Ángel Morejudo Flores as Managing Director and the appointment of María Dolores Higuera González to that same position. The decision is formalized in four decrees published in the Official Gazette of Castilla-La Mancha (DOCM) no. 188, of September 30, 2026, within section II.- Authorities and Personnel. The texts carry the official references 2026/7043, 2026/7044, 2026/7045, and 2026/7046.

The four decrees—58/2026, 59/2026, 60/2026, and 61/2026, all dated September 29—were issued upon the proposal of the Minister of Finance, Public Administrations, and Digital Transformation, Juan Alfonso Ruiz Molina, and following deliberation by the Governing Council at its meeting on the same September 29. They are signed by the President of the Junta de Comunidades de Castilla-La Mancha, Emiliano García-Page Sánchez, and issued in Toledo on September 29, 2026.

The Digital Transformation Agency of Castilla-La Mancha was created by Law 1/2024, of March 15, on Administrative Measures and the Creation of the Digital Transformation Agency of Castilla-La Mancha. Article 2 attributes to it the planning of the digital strategy, the direction, management, execution, and control of information technology instruments, corporate communications, cybersecurity, and information security, as well as the promotion and coordination of electronic administration and the implementation and development of strategic policy regarding telecommunications.

Four decrees for a complete renewal

  • Decree 58/2026, of September 29: dismissal of Juan Ángel Morejudo Flores as Managing Director of the Digital Transformation Agency of Castilla-La Mancha (reference 2026/7043).
  • Decree 59/2026, of September 29: dismissal of María Dolores Higuera González as Director General of Telecommunications Infrastructure and Cybersecurity of the Digital Transformation Agency of Castilla-La Mancha (reference 2026/7045).
  • Decree 60/2026, of September 29: appointment of María Dolores Higuera González as Managing Director of the Digital Transformation Agency of Castilla-La Mancha (reference 2026/7044).
  • Decree 61/2026, of September 29: appointment of María Asunción Cañada Belda as Director General of Telecommunications Infrastructure and Cybersecurity of the Digital Transformation Agency of Castilla-La Mancha (reference 2026/7046).

The four decrees enter into force on the day of their publication in the Official Gazette of Castilla-La Mancha, that is, September 30, 2026.

Who leaves and who enters

  • Juan Ángel Morejudo Flores, until now Managing Director of the Digital Transformation Agency of Castilla-La Mancha, departs.
  • María Dolores Higuera González enters, who until September 29 held the General Directorate of Telecommunications Infrastructure and Cybersecurity of the same body.
  • María Asunción Cañada Belda enters, the new head of that General Directorate of Telecommunications Infrastructure and Cybersecurity.

The move is a chain succession: the person who led the telecommunications and cybersecurity area is promoted to Managing Director, and her position is filled by a new manager. The decrees are limited to ordering the dismissal and appointment, without detailing motives, remuneration, or the handover schedule.

The area changing hands

The General Directorate of Telecommunications Infrastructure and Cybersecurity assumes, within the Digital Transformation Agency of Castilla-La Mancha, the competencies over corporate communications, cybersecurity, and information security that Law 1/2024 attributes to the body. The change of leadership occurs within the same decree of dismissal and appointment, and the entry into force is set for the day of publication.

The renewal affects the leadership of digitalization and cybersecurity for the entire regional administration, as the Digital Transformation Agency of Castilla-La Mancha centralizes the technological strategy, electronic administration, and information protection of the autonomous Government. With María Dolores Higuera González at the head of the Managing Directorate and María Asunción Cañada Belda in telecommunications and cybersecurity, the Executive of Emiliano García-Page Sánchez reorganizes the leadership of the body amidst the full deployment of Law 1/2024.
