New student representative on the Social Council of the Universitat de València

The Department of Education, Culture and Universities has published in the Official Gazette of the Generalitat Valenciana the resolution of July 31, 2026, announcing the cessation and appointment of members to the Social Council of the University of Valencia-Estudi General. The measure, signed by the regional minister María del Carmen Ortí Ferre, is included in issue number 10436 of the bulletin, dated August 25, 2026, with official reference DOGV-C-2026-26341.

The resolution appoints José Javier Piquero Navalón as a member of the Social Council representing the Student Council, replacing Marcos Durà Gimeno, who leaves the position after having been appointed via the Resolution of September 7, 2023, by the regional minister of Education, Universities and Employment. The cessation is carried out with gratitude to the outgoing member for the services rendered.

Regulatory Framework

The appointment is based on Organic Law 2/2023, of March 22, on the university system, which grants autonomous communities the competence to regulate the composition and functioning of the social council, ensuring the presence of individuals proposed by sectors representative of the economic, social, and cultural life of the environment.

The composition of these bodies is regulated in Law 2/2003, of January 28, on social councils of Valencian public universities. Article 5.3 provides that, representing the governing council, a representative of the student council, elected by the latter from among its members and with voice and vote, shall be an ex officio member. Article 6.7 requires that these appointments be published in the Official Gazette of the Generalitat Valenciana.

Designation and Effects

The General Secretariat of the University of Valencia-Estudi General submitted a certificate from the General Assembly of Students designating Piquero Navalón as a member, in accordance with Article 5 of Law 2/2003. The resolution is issued following the proposal of the Director General of Universities and by virtue of the powers attributed by Decree 68/2026, of May 4, of the Consell, which approves the Organic and Functional Regulations of the Department of Education, Culture and Universities.

The resolution takes effect from the day following its publication in the official bulletin. The following may be filed against it:

• Appeal for reversal before the regional minister of Education, Culture and Universities, within one month from the day following publication.
• Contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of the Valencian Community, within two months.

Institutional Relevance

The Social Council is the body for society’s participation in the university, and the presence of a student representative with voice and vote ensures that governance decisions incorporate the students’ perspective. The renewal of this member, with the entry of José Javier Piquero Navalón and the departure of Marcos Durà Gimeno, updates student representation in a key body for the strategy and budget of the Valencian academic institution.
