The Plenary of the National Jury of Elections (JNE) called upon magistrate Miguel Pando Colqui to assume, as a titular member, the position of president of the Special Electoral Jury (JEE) of Pasco, within the framework of the 2026 Regional and Municipal Elections. The decision was formalized through Resolution No. 4248-2026-JNE, signed in Lima on October 7, 2026, and published in the official newspaper El Peruano on Friday, October 9, 2026. The change occurs after magistrate Giovanni Félix Palma left the presidency of the electoral body to assume a position in the specialized criminal justice system.
The resolution is based on Official Letter No. 001726-2026-JEEPASCO-ERM2026/JNE, dated October 5, 2026, sent by Giovanni Félix Palma in his capacity as president of the JEE of Pasco. In that document, the magistrate communicated Administrative Resolution No. 000333-2026-CE-PJ, dated October 2, 2026, which ordered his appointment, effective October 9, 2026, as a judge of the Seventh First National Collegiate Criminal Court of the National Superior Court of Specialized Criminal Justice.
Pursuant to Article 33 of Law No. 26486, Organic Law of the National Jury of Elections (LOJNE), the JEEs are temporary bodies for the administration of electoral justice. Each is composed of a superior judge who presides over it, appointed by the Superior Court of Justice of the respective judicial district; a superior prosecutor appointed by the Public Ministry; and a third member chosen by the JNE through a public lottery from a list of twenty-five citizens residing in the headquarters of the JEE and registered in the National Registry of Identification and Civil Status (RENIEC).
Background of the electoral process
Supreme Decree No. 001-2026-PCM called for the 2026 Regional and Municipal Elections. Within that framework, Resolution No. 0097-2026-JNE, dated January 20, 2026, ordered the installation of ninety-one (91) JEEs; and Resolution No. 0220-2026-JNE, dated February 3, 2026, established the formation of twenty-eight (28) JEEs for the process.
Among them, the JEE of Pasco was formed and installed, with Giovanni Félix Palma as titular president and Miguel Pando Colqui as alternate president, according to the appointments communicated by the Superior Court of Justice of Pasco.
What the resolution provides
The Plenary of the JNE resolved:
- To conclude the participation of Giovanni Félix Palma as president of the JEE of Pasco, until October 8, 2026, expressing gratitude for the services rendered in the administration of electoral justice.
- To call upon Miguel Pando Colqui to assume, as titular, the presidency of the JEE of Pasco, starting from the date he is sworn into office.
- To request the Superior Court of Justice of Pasco to designate the magistrate who will serve as the alternate president of the JEE of Pasco, until the completion of the 2026 Regional and Municipal Election process.
- To order the publication of the resolution in the official newspaper El Peruano, on the institutional electronic portal of the JNE, and on the notice board of the JEE of Pasco.
The call is based on numeral 8.7 of the Management Regulations of the Special Electoral Juries for Electoral Processes, approved by Resolution No. 0849-2025-JNE, which seeks to guarantee the continuity of the body’s operation and ensure the minimum quorum required for the issuance of its rulings.
Notification to the entities of the electoral system
The resolution orders that the decision be brought to the attention of a set of institutions:
- Judiciary and Presidency of the Council of Ministers.
- Public Ministry, National Office of Electoral Processes (ONPE) and RENIEC.
- Ombudsman’s Office and Comptroller General of the Republic.
- Ministry of Economy and Finance, Ministry of the Interior and Ministry of Defense.
- Superior Court of Justice of Pasco and Presidency of the Board of Superior Prosecutors of the Fiscal District of Pasco.
- The president of the JEE of Pasco and magistrate Miguel Pando Colqui.
The handover ensures the continuity of the JEE of Pasco in a key stage of the electoral calendar, as the body is responsible for resolving electoral controversies in the region in the first instance. The appointment of Miguel Pando Colqui prevents the vacancy of the presidency and allows the necessary quorum for the jury’s rulings to be maintained until the completion of the 2026 Regional and Municipal Elections.
