New health leadership in the Zaragoza III sector

The Zaragoza III Sector Management has resolved, through two resolutions dated August 11, 2026, the provision by the system of free designation of two group leadership positions within the health sector of the province. The appointments, published in the Official Gazette of Aragon number 166, dated August 27, 2026, are granted to M.ª Nieves Mainar Estabolite and Ana Cristina Carazo Lapuerta, and affect Primary Care and the “Lozano Blesa” University Clinical Hospital of Zaragoza.

Both resolutions, signed by the sector manager Luis Miguel Gómez San Martín, fall under the Department of Health of the Government of Aragon and are published in section II (Authorities and Personnel), in the appointments, situations, and incidents section.

Regulatory Framework and Procedure

The appointments are based on Law 55/2003, of December 16, of the Framework Statute of statutory personnel of health services, and on Decree 37/2011, of March 8, of the Government of Aragon, regarding the selection of statutory personnel and the provision of positions in the centers of the Aragonese Health Service. The fifth and sixth bases of the respective calls are applied, and the proposal was submitted by the selection Commission designated for this purpose.

The Appointments

The first resolution (official reference BOA20260827001) appoints Ms. M.ª Nieves Mainar Estabolite, with DNI *1789, as Group Head of Contributions and Social Insurance for Primary Care of the Zaragoza III Sector. This position is key in the management of contributions and social security for the sector’s personnel.

The second resolution (official reference BOA20260827002) appoints Ms. Ana Cristina Carazo Lapuerta, with DNI *1927, as Group Head of Professional Development of the “Lozano Blesa” University Clinical Hospital of Zaragoza, a position linked to the training and professional career of the center’s healthcare personnel.

Appeals and Deadlines

Against both resolutions, which do not end the administrative route, an administrative appeal (recurso de alzada) may be filed before the Management Directorate of the Aragonese Health Service within a period of one month, counting from the day following its publication in the Official Gazette of Aragon. The procedure is supported by article 48.2 of the Revised Text of the Law of the Aragonese Health Service (Legislative Decree 2/2004, of December 30) and articles 121 and 122 of Law 39/2015, of October 1, of the Common Administrative Procedure.

These discretionary appointments reinforce the personnel management and training structure of the Zaragoza III healthcare sector, one of the most populated in Aragon. Filling these leadership positions guarantees continuity in the processing of contributions and in the professional development of the workers of the Aragonese Health Service, areas essential for the stability and quality of care of the affected centers.
