Nueva información pública para la línea de evacuación de la fotovoltaica Idella

The General Directorate of Energy and Mines of the Third Vice-Presidency and Department of Environment, Infrastructure, Territory and Recovery has submitted for new public information the modification of the evacuation infrastructure of the PSF Idella photovoltaic plant, located in the municipal districts of Elda, Sax, and Petrer (Alicante). The procedure is published in the Official Gazette of the Generalitat Valenciana (DOGV) no. 10467, dated October 7, 2026, under file ATMOFE/2026/10/03 and official reference DOGV-C-2026-31012. The announcement affects the prior administrative authorization, the administrative construction authorization, the occupation of livestock routes, and the declaration of public utility, specifically regarding the modified infrastructure.

A developer and a project already authorized in 2024

The petitioner is Mirlo Blanco Renovables, SL, with NIF B42581728 and registered office at Pla de Mesell Avenue, 8, El Mesell industrial estate, El Campello (Alicante). The installation has a total maximum power of the photovoltaic modules (peak) of 29,985.376 kWp, a nominal inverter power of 21.76 MW, and a granted access capacity of 20.07 MW.

There is a Resolution of March 15, 2024, from the General Directorate of Energy and Mines, which granted Mirlo Blanco Renovables, SL the prior and construction administrative authorizations, approved the decommissioning and environmental restoration plan, and declared the public utility, specifically of the 66 kV evacuation line, for a plant of 23.94 MWn/26.07 MWp in Elda, processed under file ATALFE/2021/43.

According to the announcement, the new public information period is due to substantial modifications made to the evacuation infrastructure following reports and consultations submitted by agencies and administrations with affected assets or rights, as well as allegations received.

A 7.5-kilometer underground line to the Elda Substation

The modifying project describes a high-voltage underground evacuation line of 66 kV, single-circuit, with a total approximate length of 7.512 km, starting from the PFV Idella substation and ending at the SET Elda, owned by i-DE Redes Eléctricas Inteligentes, SAU. The allocated budget amounts to 1,883,321.46 euros.

The line is divided into three sections:

  • Section I: 3.105 km between the PFV Idella substation and point AE-AF.
  • Section II: 4.294 km between points AF-AG and CE-CF.
  • Section III: 0.113 km between points CF-CG and the SET Elda.

The ducting is primarily executed in trenches under concreted piping, with telecommunications systems using OSGZ1 24-fiber optic cable. The stated purpose is the evacuation from a solar photovoltaic installation to the electrical energy distribution network.

Impact on livestock routes and dozens of plots

The file includes the temporary occupation of three livestock routes: the Canyada de Petrer, the Vereda del Albello, and the Cañada Real de Andalucía a Valencia. The list of affected assets and rights distinguishes between public and private ownership and covers plots in polygons 1 and 2 of Elda, 25, 26, and 27 of Sax, and 23 of Petrer, in addition to estates with specific cadastral references in the three municipalities.

Among the affected owners are:

  • Elda City Council, Sax City Council, and Petrer City Council.
  • Provincial Council of Alicante and the Generalitat Valenciana.
  • Júcar Hydrographic Confederation, OA and the Ministry for the Ecological Transition and the Demographic Challenge.
  • Railway Infrastructure Administrator (ADIF) and Iberdrola, SA.
  • Private owners and companies such as Bimemara, SL and CBC Polígonos Industriales 2006, SL.

The documents submitted for public exhibition include the modification project for the 66 kV line, the justificatory report on compliance with the criteria of Decree-law 14/2020, the environmental documentation, the botanical survey report, the archaeological work authorization project, the landscape integration study, the decommissioning and restoration plans, and the justificatory report of public utility. Offprints have been sent to the involved city councils, the Júcar Hydrographic Confederation, the Provincial Council of Alicante, the competent regional ministry (conselleria), i-DE Redes Eléctricas Inteligentes, SAU, and ADIF.

Thirty business days to submit allegations

The documentation may be examined at the electronic address of the territorial energy service of Alicante, under the “Public Information” section, starting from the day following the publication of the announcement. Natural or legal persons who consider their rights to be affected have a period of thirty (30) business days, counting from the day following the publication, to address allegations to the territorial service, which may be submitted electronically through the electronic headquarters of the Generalitat or by any of the means specified in Article 16 of Law 39/2015. The announcement was signed in Alicante on September 21, 2026, by Sara Blanes Bas, head of the Territorial Service of Industry, Energy, and Mines of Alicante.

The procedure reopens the debate on photovoltaic deployment in the Vinalopó regions and gives a voice to the owners of the lands crossed by the line, who may file claims before the final authorization is resolved.
