The new technical regulation for construction products replaces the old one from 2015.

In the Narodne novine (Official Gazette) number 97 of September 2, 2026, a new Technical Regulation determining technical specifications and European assessment documents for construction products in the harmonized area was published (item 1182). The regulation was enacted by the Minister of Physical Planning, Construction and State Assets, Branko Bačić, based on Article 15, paragraph 2 of the Construction Act (“Narodne novine”, number 152/25), and enters into force eight days from the date of publication.
The new regulation determines the list of harmonized technical specifications and European assessment documents for construction products, the start and end dates of their application, as well as the periods of coexistence with the application of corresponding standards. The document was signed in Zagreb on July 30, 2026, under the designation Class: 360-01/26-01/33 and Registry Number: 531-07-2-1-26-2.
Replacement of the 2015 Regulation
Upon the entry into force of the new regulation, the previous Technical Regulation determining technical specifications for construction products in the harmonized area (“Narodne novine”, numbers 4/15, 24/15, 93/15, 133/15, 36/16, 58/16, 104/16, 28/17, 88/17, 29/18, 43/19, 150/22, and 142/23) ceases to be valid. This aligns the harmonized framework for construction products with the current state of European standards and assessment documents.
Lists of Standards and European Documents
The list of harmonized standards for construction products is provided in Annex 1, and the list of European assessment documents in Annex 2, both of which are integral parts of the regulation. For each standard, the reference number and title in Croatian and English are listed, along with the reference number of the replaced standard and the start and end dates of the coexistence period.
Included standards include, for example:
- HRN EN 1-2:2025 – liquid fuel appliances for domestic use (application from February 9, 2026)
- HRN EN 40-4 to 40-7 – lighting columns made of concrete, steel, aluminum, and polymers
- HRN EN 54 series – fire detection and fire alarm systems (control and indicating equipment, heat, smoke, and flame detectors, manual call points, short-circuit isolators)
What this means for the profession
The new regulation directly applies to manufacturers, importers, and distributors of construction products, as well as to designers, contractors, and supervisory engineers in the construction profession, who are obliged to apply harmonized standards when assessing product conformity. Updating the list of standards is crucial for legal certainty when placing construction products on the market and their use in buildings.
The regulation was published in the Narodne novine, the official gazette of the Republic of Croatia, number 97, Zagreb, September 2, 2026, under item 1182, and enters into force eight days from the date of publication.
