+NOVAQUA eleva a 383.554 euros o crédito para legalizar traídas de augas

The Deputación de Pontevedra is increasing the budget for the aid program for the legalization of neighboring water intakes +NOVAQUA 2026 to 383,554.15 euros, compared to the 370,000 euros previously allocated. The decision was adopted unanimously by the provincial Xunta de Goberno in the ordinary session of October 30, 2026, through agreement number 18.37886, and is published in the Boletín Oficial da Provincia de Pontevedra (BOPPO) number 214, Thursday, November 5, 2026, within file 2025074583.

The original call was approved in the session of December 19, 2025, and published in BOPPO number 1, January 2, 2026. Its objective is to regulate the granting, execution, and justification of subsidies destined for water user communities in the province, financed with the Deputación’s own funds charged to the 2026 budget, under budget application 2026/942.4590.489.07 for current expenses.

The program had already been modified previously. On July 24, 2026, the Xunta de Goberno supplemented the credit up to 370,000 euros due to the high participation of user communities. On September 18, 2026, the granting of subsidies through competitive bidding was approved for 71 user communities for a total of 369,244.03 euros, while 28 applications were rejected for not adhering to the guidelines.

Three appeals for reversal granted

The expansion responds to a specific circumstance: between September 23 and October 7, 2026, three user communities each filed an optional appeal for reversal against the rejection of their applications. After reviewing the alleged reasons and the documentation of the files, the Deputación considers that there are sufficient elements to grant the appeals, although their express resolution corresponds to the competent body.

Consequently, the fifth guideline of the call is modified, increasing from 370,000 euros to 383,554.15 euros, an increase of 13,554.15 euros. The agreement was based on reports from the Intervención Provincial and the head of the Servizo de Cooperación, both dated October 22, 2026, and invokes article 177 of the consolidated text of the Law Regulating Local Treasuries for the credit supplement.

No new deadline for submitting applications

The modification is limited to increasing the funding and does not open a new period for the submission of applications. The approved text emphasizes that neither the deadlines nor the principles of competitive bidding are altered, that there is no prejudice to third parties, and that the rest of the guidelines and the call remain the same.

The Provincial Council justifies the measure in Article 31 of Law 7/1985, on the bases of the local regime, and in Article 9 of Law 38/2003, general law on subsidies, and places the program, for the first time, among the objectives of the demographic challenge, with a view to territorial cohesion, environmental sustainability, and rural habitability. On the same day, the extract of the agreement with identification BDNS 878883 was published in the BOPPO, signed on November 3, 2026, by the president, Luís López Diéguez, and the file report bears the signature of the head of the Cooperation Service, Marcos Areán González.

The communities already subsidized

The list of subsidies processed by the Cooperation Service between August 5 and October 26, 2026, was published in BOPPO number 209, of October 29. Among the beneficiary entities are, by way of example:

  • Baiona Users Community: 5,542.61 euros, for the modification of the concession.
  • Nigrán Users Community: 5,542.61 euros.
  • Moaña Users Community: 5,542.61 euros, for the renewal of the concession.
  • Moraña Users Community: 5,989.38 euros.
  • Cuntis Users Community: 5,989.38 euros.
  • Das Neves Users Community: 6,000.00 euros.
  • Escobeiro Users Community (Mondariz): 6,000.00 euros, for the extension of the concession.
  • Barro Users Community: 3,374.69 euros.

The grants cover actions such as the modification, renewal, or extension of the concession, the legalization of neighborhood water connections, as well as analyses, fees, and surveys. An optional appeal for reversal may be filed against the agreement published on November 5 within one month, or directly, a contentious-administrative appeal before the Court of First Instance of Pontevedra.

The extension: The extension provides budgetary coverage for three files that were left out of the first resolution and consolidates a program that serves users communities managing the water supply in the rural municipalities of the province. The practical effect is that residents can complete the legalization of their connections without opening a new call or repeating procedures.
