Nova Gorica tightens sports subsidies and adds technical staff funding factors

The Mestni svet Mestne občine Nova Gorica adopted on 10 September 2026 an amendment to the ordinance governing co-financing of the annual sports programme, published in Uradni list Republike Slovenije no. 1462/2026 of 21 September 2026 under reference EDA 2026-5881773000-0017. The change makes full settlement of debts to the municipality and its public institutes a condition for applying, and introduces correction factors based on the qualifications of technical staff. The amended text enters into force on the fifteenth day after publication.

The amendment to the Odlok o spremembah Odloka o sofinanciranju programov in področij letnega programa športa v Mestni občini Nova Gorica was issued under the third paragraph of Article 16 of the Zakon o športu (Uradni list RS, no. 29/17, 21/18 – ZNOrg, 82/20, 3/22 – ZDeb, 37/24 – ZMat – B and 10/26) and Article 19 of the Statut Mestne občine Nova Gorica (13/12, 18/17 and 18/19). It modifies the ordinance previously published in Uradni list RS no. 64/17, 70/18, 113/23 and 101/24. The text carries decision number 007-5/2017-13 and was signed by the mayor of Mestna občina Nova Gorica, Samo Turel.

Stricter condition on outstanding payments

Article 1 rewrites the eleventh indent of Article 6 of the ordinance. Applicants must, on the day the public call is published, have settled all obligations towards the municipality, the Javni zavod za šport Nova Gorica and other public institutes whose founder is the municipality, where those obligations arose from the performance of sports activity.

Article 2 deletes the second paragraph of Article 22 of the ordinance.

Correction factors for technical staff

Article 3 replaces Table 0.1 in the chapter on criteria for evaluating and selecting sports programmes, setting correction factors according to the qualification of the professional staff:

• Qualification level 1: factor 1.0
• Qualification level 2: factor 1.5
• Education (izobrazba): factor 2.0

Levels 1 and 2 are established on the basis of the decision on entry in the register of professionally qualified and professionally educated workers kept by the ministry responsible for sport. In point 5, “Kakovostni šport”, the sixth paragraph now adds “and co-financing of technical staff” after the word “facilities”.

Hours and funding for staff

Table 5.3 is replaced. For individual sports branches, group size follows Table 5.1, facility hours range from 300 to 800 and technical staff hours also range from 300 to 800. For collective sports branches, group size follows Table 5.2, facility hours range from 200 to 800 and staff hours from 200 to 800.

• VT (intermediate number of hours) = hours multiplied by the corresponding factor from Table 10
• VK (intermediate number of hours) = hours multiplied by the corresponding factor from Table 0.1

Where the number of participants or the volume of hours is lower, the co-financing share is reduced proportionally. Athletes in quality sport may reach the status of perspective, youth and national class, but this is valued only if the categorisation of the member of a sports association seated in the municipality appears in the latest Obvestila OKSZŠZ before the deadline of the call.

Entry into force

Article 4, the final provision, states that the ordinance enters into force on the fifteenth day after its publication in Uradni list Republike Slovenije, which places its application in early October 2026.

For local clubs and athletes in Nova Gorica, the amendment ties access to municipal sports funding to a clean payment record with the municipality and its public institutes, while rewarding better-qualified coaching staff with higher multipliers and extending co-financing explicitly to technical staff.
