Nova Gorica tightens sports funding rules and adds staff qualification factors

The Mestni svet Mestne občine Nova Gorica has amended the municipal ordinance governing co-financing of sports programmes, tightening the condition that applicants must have settled all obligations to the municipality and its public institutes and introducing new correction factors for professional staff. The amendment was adopted at the council session of 10 September 2026 and published in the Uradni list Republike Slovenije no. 1462/2026 of 21 September 2026, under official reference EDA 2026-5881773000-0017. It enters into force on the fifteenth day after publication.

The instrument is the Odlok o spremembah Odloka o sofinanciranju programov in področij letnega programa športa v Mestni občini Nova Gorica, adopted on the basis of the third paragraph of Article 16 of the Zakon o športu (Uradni list RS, št. 29/17, 21/18 – ZNOrg, 82/20, 3/22 – ZDeb, 37/24 – ZMat – B in 10/26) and Article 19 of the Statut Mestne občine Nova Gorica (Uradni list RS, št. 13/12, 18/17 in 18/19). It amends the existing ordinance published in Uradni list RS, št. 64/17, 70/18, 113/23 in 101/24. The text is signed by the mayor of the Mestne občine Nova Gorica, Samo Turel, under number 007-5/2017-13.

Settled debts become a condition for applying

Article 1 rewrites the 11th indent of Article 6 of the ordinance. Applicants must, on the day the public tender is published, have settled all obligations towards the city municipality, the Javni zavod za šport Nova Gorica and other public institutes whose founder is the municipality, where those obligations arose from the performance of sports activity.

Article 2 deletes the second paragraph of Article 22 of the ordinance, removing that provision from the text in force.

New correction factors for professional staff

Article 3 replaces table 0.1 in the chapter on criteria for the evaluation and selection of sports programmes. The correction factors are now:

• Usposobljenost 1. stopnje: 1,0
• Usposobljenost 2. stopnje: 1,5
• Izobrazba: 2,0

A new sentence added before the first paragraph of that chapter states that qualification at levels 1 and 2 is established on the basis of the decision on entry in the register of professionally qualified and professionally educated workers kept by the ministry competent for sport.

In point 5, “Kakovostni šport”, the sixth paragraph is extended: after the word “objektov” the words “in sofinanciranje strokovnega kadra” are added, bringing the funding of professional staff explicitly into that item.

Hours, valuation and athlete categorisation

Table 5.3 is also replaced. For individual sports disciplines the group size follows table 5.1, with 300 to 800 hours for facilities and 300 to 800 hours for professional staff; for collective sports disciplines the group size follows table 5.2, with 200 to 800 hours in each case. The intermediate number of hours (VT) is obtained by multiplying the number of hours by the relevant factor from table 10, while the intermediate number for staff (VK) uses the factor from table 0.1.

Where the number of participants or the scope of hours in a programme is smaller, the co-financing share is reduced proportionally. Athletes in quality sport may reach the status of perspective, youth and national class, but these are valued only if the categorisation of the member of a sports association seated in the municipality appears in the last OKSZŠZ notices before the deadline of the co-financing tender.

What it means for clubs

For sports associations and programme organisers in the municipality, the amendment links eligibility more tightly to a clean financial record with the municipality and its public institutes, and makes the funding of professional staff depend on formally registered qualifications. The new factors and the proportional reduction rule change how the value of a programme is calculated, so clubs should verify their registration status and outstanding obligations before the next tender opens.
