Nova Gorica rewrites GO! 2025 institute decree, sets liquidation by 2027

The Mestni svet Mestne občine Nova Gorica (Nova Gorica City Council) adopted at its session of 18 June 2026 an amendment to the founding decree of the public institute GO! 2025 – Evropska prestolnica kulture, Nova Gorica, setting a firm deadline for the transfer of its operations and the start of its liquidation. The decree was published in Uradni list Republike Slovenije No. 1428/2026 of 15 September 2026 (official reference EDA 2026-5881773000-0015) and was signed by Mayor Samo Turel.

The amendment rests on Article 3 of the Zakon o zavodih (Institutes Act), Article 26 of the Zakon o uresničevanju javnega interesa za kulturo (ZUJIK) and Article 19 of the Statut Mestne občine Nova Gorica. It modifies the founding decree previously published in Uradni list RS Nos. 167/21, 89/22 and 34/23, and enters into force fifteen days after publication.

A fixed end date for the institute

The most consequential change replaces the open-ended reference to the “strategic plan of EPK 2025” with a concrete date: the institute must complete its mission by 30 June 2027. The transitional provisions spell out the winding-down steps:

  • The mandates of the institute’s council members and its director continue until 30 June 2027.
  • By that same date the institute must transfer all of its business to the legal person designated by the founder to carry out the long-term effects of the European Capital of Culture.
  • A proposal to enter the start of the liquidation procedure in the court register must be filed by 30 June 2027.

The institute must align its internal acts with the amended decree no later than 31 December 2026, and the Statut javnega zavoda GO! 2025 ceases to have effect on the day the amendment takes force.

A reshaped governing council

The amendment abolishes the professional council (strokovni svet) as a separate body, deleting its references throughout the decree and redefining the institute’s council. Under the new Article 23, the council is composed of five members:

  • three representatives of the founder, appointed through a public call from experts in the institute’s field, finance and legal affairs;
  • one representative of the institute’s workers, elected by the employees;
  • one representative of the interested public, appointed by the mayor on the proposal of the Dialoška skupina Mestne občine Nova Gorica v kulturi.

The council’s mandate runs until the institute ceases to exist, or at most until the deadline set in the decree. Where the council must issue an opinion, a silence of 30 days is now deemed a positive opinion.

Updated activities and market rules

The amendment reclassifies the institute’s activities into the standard classification of activities (SKD), listing dozens of subclasses from printing and publishing through film production, retail trade, catering, education, the performing and visual arts, museums and heritage conservation. It also adds a new paragraph to Article 32 requiring that any sale of goods and services on the market cover at least all related costs.
