Payments for the third year of the integrated tobacco aid have been notified

The Regional Ministry of Agriculture, Livestock and Natural Environment of the Regional Government of Extremadura has published the notification of the payment resolutions for the third year of aid for the integrated production of tobacco, corresponding to the 2023 call. The announcement, signed on September 4, 2026, appears in the Official Gazette of Extremadura (DOE) No. 180, of September 17, 2026, with the official reference 2026081511. Growers have one month, counting from the day following the publication, to file an administrative appeal (recurso de alzada).

The publication is carried out under articles 45 and 46 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, which allow notification by publication when the interested parties have not accessed electronic notification. The resolutions originate from the Directorate General for Community Agricultural Policy and are issued in accordance with the provisions of the Order of February 22, 2023, which establishes the regulatory bases for certain interventions of the CAP Strategic Plan 2023-2027 regarding environmental, climate, and other management commitments in the Autonomous Community of Extremadura (DOE No. 37, of February 23).

The framework of the call is completed by the Resolution of January 27, 2025, from the General Secretariat of the Ministry of Agriculture, Livestock and Sustainable Development and the General Secretariat of the Ministry of Forest Management and Rural World (DOE No. 21, of January 27, 2025), which provided continuity to the payment procedure for these multi-annual commitments.

Access to resolutions and lists of recipients

The full text of the communications is available to interested parties electronically, without the need to appear in person at administrative offices:

• Official portal of the Ministry of Agriculture, Livestock and Natural Environment, in the Laboreo environment (https://laboreo.juntaex.es/), using the holder’s main credentials.
• List of Tax Identification Numbers (NIF) of the recipients at the electronic address http://www.juntaex.es, within the “Agriculture and Livestock” section, “Agricultural Management.”

Deadline and method of appeal

The resolution does not exhaust the administrative route, therefore it may be challenged before resorting to contentious-administrative jurisdiction:

• Administrative appeal (recurso de alzada) before the Directorate General for Community Agricultural Policy or before the head of the Ministry of Agriculture, Livestock and Natural Environment.
• Deadline of one month from the day following the publication of the announcement, in accordance with articles 121 and 122 of Law 39/2015, of October 1.
• Without prejudice to the fact that interested parties may file any other appeal they deem appropriate.

Appeals and complementary documentation must be addressed to the managing body of the aid:

The announcement directly affects tobacco growers under integrated production in Extremadura, who can now check if they are recipients for the third year and, if applicable, file a claim within the deadline. Publication in the DOE replaces individual notification and establishes the one-month period for appeal; therefore, those who do not check their resolutions on the Laboreo portal or in the NIF list may lose the prior administrative route.
