Nostraigua announces a vacancy for a Senior Legal Technician via competitive examination

The Local Public Business Entity (EPEL) Nostraigua, the public water company of Mont-roig del Camp, has approved the specific bases to select, through an open competitive examination, one position for a Senior Legal Technician (group AD1) assigned to the Legal Service. The call, signed by the entity’s vice president, is published in the Official Gazette of the Province of Tarragona (BOPT) on August 26, 2026, with reference CVE 2026-07843.

The position will be filled as indefinite labor personnel, and the process includes the creation of a job bank. The resolution, dated August 11, 2026, is based on article 286.2 of Legislative Decree 2/2003, of April 28, which approves the Recast Text of the Municipal and Local Regime Law of Catalonia, and article 92 of Decree 214/1990, of July 30, which approves the Regulations for personnel in the service of local entities.

Position characteristics and functions

The convened position is integrated into the Administration Area, with a destination supplement level of 24 and the specific supplement established in Additional Provision 5a of the collective labor agreement of Nostraigua. The role involves the management of the Legal Services Unit and a wide range of tasks:

• Preparation of high-level legal reports and resolution proposals of a transversal nature.
• Legal advice to the entity and legal-administrative support to the different areas.
• Control, monitoring, and supervision of judicial processes in which the entity acts as a party.
• Participation in contracting boards and personnel selection tribunals.
• Research of doctrine, jurisprudence, and legislation, and proposals for organizational improvement.

Requirements and submission of applications

Applicants must meet the requirements on the last day of the submission period and maintain them until the signing of the contract. Specific requirements include:

• Official university degree or license in Law (or an equivalent homologated degree).
• Knowledge of the Catalan language at proficiency level C1, officially accreditable.
• Driver’s license B, for travel between work centers.
• Not having been separated from service through disciplinary proceedings nor being judicially disqualified.

Applications shall be submitted preferably electronically via the electronic office of EPEL Nostraigua (nostraigua.eadministracio.cat) or in person at the offices of Mont-roig del Camp and Miami Platja. The deadline will be 20 business days starting from the last publication of the announcement in the BOPT or the DOGC.

Selection process and calendar

The process is a competitive examination (concurs-oposició), with a maximum score of 100 points, of which up to 70 correspond to the examination phase, which includes language tests, theoretical and practical exercises, and the assessment of merits and the internship period. The qualifying tribunal will be presided over by the manager of the entity and composed of civil servants from the local public sector and a technician from the Escola d’Administració Pública de Catalunya.

The call for applications is expected to be published within approximately 60 calendar days from the publication of the rules (late October 2026), and the tests for the examination phase are scheduled for late November 2026, both deadlines being indicative and non-binding. The general rules governing the process were published in the BOPT on February 15, 2023 (CVE 2023-01003) and in the DOGC number 8857 on February 17, 2023.

The call opens a relevant opportunity for lawyers and professionals from the local public sector, at a time when water supply entities are reinforcing their legal services in the face of the growing complexity of public procurement and administrative management. Interested parties may file an administrative appeal (recurs d’alçada) before the Mayor’s Office within one month or a contentious-administrative appeal before the courts of Tarragona within two months.
