Norway revises water management rules on deadlines and controls

Norway has amended its Water Management Regulation, tightening the rules on deadlines for reaching environmental objectives in water bodies and on controls over water abstraction. The changes were adopted by the Climate and Environment Ministry and the Energy Ministry on 2 July 2026 and published in Norsk Lovtidend (Avd. I) on 20 August 2026, entering into force on 1 September 2026.

The amendment modifies the regulation of 15 December 2006 no. 1446 on the framework for water management, issued under section 33, first paragraph, of that regulation. It touches every water management plan in the country and affects municipalities, the Norwegian Water Resources and Energy Directorate (NVE) and the Norwegian Environment Agency (Miljødirektoratet).

Deadlines for environmental objectives

Section 8 is rewritten so that the environmental objectives set out in sections 4 to 7 must be achieved by the end of the currently applicable planning period. The provision no longer fixes a single statutory deadline but ties the target to each plan cycle.

Section 9, on deferred deadlines, allows the deadline to be extended for gradual goal achievement where natural conditions prevent improvement within the original timeframe, provided there is no further deterioration of the affected water body. The extension and its justification, a summary of the measures needed, the reasons for significant delay and an expected implementation timetable must all appear in the water management plan.

Controls on water abstraction

Section 25, fourth paragraph, letter e, is updated to require control over the abstraction of fresh water and groundwater and the storage of surface water, including one or more registers of water abstraction and permit requirements. These control measures must be reviewed regularly and updated when necessary.

• Exemptions from the controls may be granted for abstraction and storage that do not impair the condition or hinder goal achievement in the affected water bodies.
• Section 25, seventh paragraph, now obliges authorities, when monitoring or other data indicate that set environmental objectives are unlikely to be met, to clarify the cause, review relevant permits, adjust monitoring programmes and set further measures, including stricter environmental quality standards under Annex V.

Oversight and reporting

Section 29, third paragraph, is amended so that an adopted updated water management plan and programme of measures are sent to the Norwegian Environment Agency. The agency, in consultation with NVE and other affected directorates, must ensure that national guidelines within each directorate’s area of responsibility are followed and that the regulation’s requirements are met.

The changes apply to all water management plans and shift responsibility for follow-up onto the Norwegian Environment Agency and NVE, working with municipalities. For municipalities and water authorities, the new rules mean clearer procedures for extending deadlines and for keeping water abstraction registers up to date.
