Noreña announces four positions through internal promotion of its municipal staff.

The Noreña City Council has approved the rules and calls to permanently fill four positions on its staff through a competitive selection process under the internal promotion route: one Architect, two Administrative Officers and one First-Class Worker for Works and Multiple Services. The four announcements are published in the Official Gazette of the Principality of Asturias (BOPA) number 156, of 13 August 2026, in Section IV. Local Administration, with codes 2026-06771, 2026-06769, 2026-06768 and 2026-06770.
The resolutions, signed on 7 August 2026 by the Acting Mayor, are issued on the basis of the Mayor’s Office order and the reports of the acting Secretariat and the Comptroller’s Office of the same date. The authority is based on Article 21.1(g) of Law 7/1985, of 2 April, regulating the Bases of Local Government, which assigns to the Mayor’s Office the approval of the rules for personnel selection tests.
Three of the positions —Architect and the two Administrative Officers— are included in the 2025 public employment offer (OPE), while the First-Class Worker position comes from the 2024 OPE. Remuneration is set in accordance with the Job Position Chart (RPT) approved at the plenary session of 4 August 2025, and the process is governed, among other regulations, by the consolidated text of the Law on the Basic Statute of Public Employees and by Law 2/2023, on Public Employment of the Principality of Asturias.
The four positions announced
- Architect (2026-06771): career civil servant, group A, subgroup A1, Special Administration scale, Technical subscale; a Degree in Architecture or equivalent is required; position OTM-01 of the RPT.
- Administrative Officer (Comptroller’s Office) (2026-06769): career civil servant, group C, subgroup C1, General Administration scale, Administrative subscale; Baccalaureate, Higher-Level Vocational Training or an equivalent qualification is required.
- Administrative Officer (Collegiate Bodies) (2026-06768): career civil servant, group C, subgroup C1, same scale and subscale and the same required qualifications.
- First-Class Worker for Works and Multiple Services (2026-06770): permanent labour staff, group C, subgroup C2, Special Administration scale, Special Services subscale; ESO (compulsory secondary education) or equivalent is required; position OYS_021 of the RPT.
Selection process and deadlines
The procedure consists of two phases: the competitive examination, which is preliminary and eliminatory, and the merit competition. In the case of Administrative Officer (Comptroller’s Office), for example, the competitive examination is worth a maximum of 55 points —a 20-question test and a practical exercise— and the merit competition is worth 45.
The application submission period is 20 business days counted from the day following the publication of the extract of each call in the Official State Gazette, which date is used for the calculation. Applications shall be submitted via the electronic registry through the City Council’s electronic office, and the lists of accepted and excluded applicants will be published on the electronic office and on the notice board, with a period of ten business days for corrections.
Selection boards and appeals
The selection boards, appointed by the mayor’s office, shall be composed of a chairperson, three members, and a secretary with voice but without vote, and their members must hold a qualification equal to or higher than that required for the position being called.
The rules and calls, which exhaust the administrative route, may be appealed by filing a motion for reconsideration within one month or an administrative court appeal within two months before the Administrative Court of Oviedo. For the position of First-Class Officer, as it involves labor personnel, the challenge may be pursued by filing a claim before the Social Court of Oviedo within two months.
The call offers the staff of the City Council of Noreña a route for internal progression towards stable and more highly qualified employment, in execution of the 2024 and 2025 public employment offers. With these four positions, the council reinforces key technical and administrative services, from municipal intervention and collegiate bodies to public works and basic services of the municipality.
