Ambassador to Nordic countries and Director of Customs appointed

The constitutional president of the Republic, Daniel Noboa Azin, signed three executive decrees that renew the country’s diplomatic and customs leadership and reorganize the police high command. The appointments and the promotion were published in the Seventh Supplement No. 360 of the Official Registry, corresponding to Wednesday, September 2, 2026, in the Executive Branch section, under the heading of the Presidency of the Republic.

The documents, certified as true copies by the legal general secretary of the Presidency, Pablo Enrique Herrería Bonnet, fall within the powers that the Constitution confers upon the head of State to direct public administration, foreign policy, and the high command of the National Police.

New ambassador to the Nordic countries

Through Executive Decree No. 482, the Executive appointed Inty Andrés Grønneberg Ipiales as Ambassador Extraordinary and Plenipotentiary of the Republic of Ecuador, acting concurrently to the following States:

• The Government of the Republic of Iceland
• The Government of the Republic of Finland
• The Kingdom of Norway
• The Kingdom of Denmark

The new representative will be based in Stockholm, Sweden, from where he will exercise Ecuadorian diplomatic representation to the four Nordic countries, under a concurrent accreditation scheme that concentrates bilateral management in a single mission.

New leadership of the National Customs Service

By Executive Decree No. 483, Luis Eduardo Vascones Boloña was designated as Director General of the National Customs Service of Ecuador. The change in leadership of the body governing customs control occurs in a context of government priority for foreign trade and the facilitation of entry and exit operations of goods at the country’s ports and borders.

Promotion in the police high command

Executive Decree No. 486 promotes District General Pablo Vinicio Dávila Maldonado, belonging to the Fifty-Fourth Promotion of Line Officers, to the rank of Inspector General of the National Police, effective August 29, 2026. The promotion, granted after the suitability qualification of the Promotions Commission through Resolution No. 2026-021-CA-PN of August 18, 2026, places the officer in classification List 1, with ID 1001506227, and was issued in the city of Guayaquil on August 31, 2026.

The measure is based on articles 141 and 147 of the Constitution of the Republic and the Organic Code of Citizen Security and Public Order Entities, which reserve for the president the power to confer general ranks through executive decree.

Relevance of the decision

With these appointments, the Executive renews diplomatic representation in Northern Europe and places a new director general in charge of customs, at a time when foreign policy and the control of foreign trade are central axes of the government agenda. The police promotion, for its part, consolidates the leadership of the National Police under the command of the president as the maximum authority of the force.
