Santos Montoya appointed Director General of Army Aquatic Transport
Por FactBox Admin

The Government of Nicaragua appointed Captain (Ret.) Antonio Salvador Santos Montoya as Director General of the General Directorate of Water Transport, a unit attached to the Army of Nicaragua. The appointment was formalized through Presidential Agreement No. 129-2026, signed by Co-Presidents Daniel Ortega Saavedra and Rosario Murillo Zambrana and published in La Gaceta, Official Gazette No. 177 on September 29, 2026. The agreement takes effect upon its publication, according to its own text.
The document was signed at the Government House, in Managua, on September 28, 2026, one day before its appearance in the Official Gazette. The Presidency of the Republic acted “in exercise of the powers conferred by the Political Constitution,” according to the heading of the agreement, which is published under the seal of the Government of Reconciliation and National Unity. The edition corresponds to Year CXXX, consists of 44 pages, with a print run of 250 copies and a value of 45 córdobas.
Content of the agreement
Presidential Agreement No. 129-2026 consists of two articles:
- Article 1: appoints Captain (Ret.) Antonio Salvador Santos Montoya as Director General of the General Directorate of Water Transport, attached to the Army of Nicaragua.
- Article 2: establishes that the agreement takes effect upon its publication and orders its publication in La Gaceta, Official Gazette.
The text appears on page 9418 of the edition, within the Government House section of the summary, which heads the official provisions of the day.
The new head
The appointment falls to an officer with the rank of Captain (Ret.), as literally stated in the official text of the agreement. The document does not detail his service record or previous trajectory, and limits itself to stating the position for which he has been appointed.
The agreement also does not set a determined period for the exercise of the position nor mention a predecessor in the General Directorate of Water Transport.
Institutional scope
The attachment of the General Directorate of Water Transport to the Army of Nicaragua places the leadership of this area within the military structure, such that the appointment falls to an officer of the military institution. The designation occurs by direct agreement of the Presidency of the Republic, without the published text requiring additional ratification from any other state body.
Other provisions of the edition
The same edition of La Gaceta, Official Gazette No. 177 includes two agreements from the Nicaraguan Institute of Telecommunications and Posts (TELCOR):
- Administrative Agreement Number 001-2026, “Roadmap for the Implementation of Mobile Number Portability (MNP)”.
- Administrative Agreement Number 002-2026.
Both instruments are published following the presidential agreement, within the same issue of the Official Gazette.
The appointment renews the leadership of a directorate with competencies over aquatic transport and places a naval officer at its head, in a context where shipping and port activity depend on administrative decisions published in the Official Gazette. For the sector, the change of head implies a new reference authority in the General Directorate of Aquatic Transport, attached to the Army of Nicaragua, whose resolutions will be known through the same official channel.
