Noelia Garrido appointed as SEREMI of National Assets in Tarapacá

The President of the Republic, José Antonio Kast Rist, appointed Noelia Montserrat Garrido Jorquera as the Regional Ministerial Secretary of National Assets for the Tarapacá Region, through supreme decree No. 42, dated May 13, 2026. The appointment was published in the Official Gazette of the Republic of Chile No. 44,540, on Wednesday, September 2, 2026, pages 1 and 2, under reference CVE 2859741.

The position, which is of exclusive presidential trust, had been vacant since May 1, 2026, following supreme decree No. 41, dated May 13, which nullified decree No. 25 of March 26, 2026, and declared Diego Esteban Muñoz Urbina, who served as the Regional Ministerial Secretary of the region, a de facto official.

A position of exclusive trust

The Regional Ministerial Secretariat is part of the organic structure of the Ministry of National Assets, and its head acts as the representative of the ministry in the region and a direct collaborator of the Regional Presidential Delegate. The appointment is made from among the individuals listed in the shortlist prepared by the Regional Presidential Delegate, after consulting the Minister of the respective department, in accordance with Article 7 letter b) of the Administrative Statute and Article 62 of Law No. 19,175.

The shortlist was sent to the Presidency via reserved official letter No. 243, dated May 5, 2026, by the Presidential Delegate of the Tarapacá Region. The appointee received a favorable opinion from the Minister of National Assets, María Catalina Parot Donoso.

The new regional authority

Noelia Montserrat Garrido Jorquera, identity card 16,557,380-3, was appointed to the position of Regional Ministerial Secretary of National Assets of Tarapacá, grade 5° EUS of the Exclusive Trust Executive Personnel Staff of the Undersecretariat of National Assets. She assumed her duties as of May 13, 2026, due to urgent reasons of good service, without awaiting the full processing of the decree.

The expenditure required for the hiring is charged to subtitle 21, Personnel Expenses, of the current budget of the Undersecretariat of National Assets for the year 2026. The decree was also signed by the Undersecretary of National Assets, Javier Peró Ovalle.

Regulatory framework

The appointment is based on a set of regulations that govern the administration of the State and the regime of trust positions:

  • Articles 32 No. 10 and 35 of Supreme Decree No. 100, of 2005, which establishes the consolidated text of the Political Constitution.
  • Article 26 of the decree with force of law No. 1/19.653, of 2000, consolidated text of Law No. 18.575, Constitutional Organic Law on General Bases of State Administration.
  • Articles 2 letter k) and 62 of the decree with force of law No. 1, of 2005, consolidated text of Law No. 19.175, on Regional Government and Administration.
  • Article 2 letter d) of Decree Law No. 3.274, of 1980, Organic Law of the Ministry of National Assets, and article 5 of Supreme Decree No. 386, of 1981.

The appointment of a regional authority of exclusive presidential trust in Tarapacá is relevant because it defines the management of fiscal assets in a strategic region of the north of the country, following the controversial departure of the predecessor declared a de facto official. The new SEREMI assumes the representation of the ministry and the coordination with the Regional Presidential Delegation in the administration of state assets.
