Por FactBox Admin

The General Directorate of Care, Social and Health Care, Mental Health and Addictions of the Ministry of Presidency, Health and Emergencies has appointed Miguel Guerrero Díaz as coordinator of the Suicide Prevention Plan of Andalusia, according to the Resolution of October 30, 2026, published in the Official Gazette of the Government of Andalusia (BOJA) number 215, dated November 6, 2026. The appointment falls under the functional dependency of that management center and does not entail specific remuneration. The appointment comes with the mandate to promote the prevention of suicidal behavior in the community and to develop the future regional plan on the matter.
The regulatory framework of the appointment
The resolution is based on Law 2/1998, of June 15, on Health in Andalusia, which establishes the general framework for regional health action and provides for the care of mental health problems in its article 18. To this is added Decree 189/2026, of July 30, on the organic structure of the Ministry of Presidency, Health and Emergencies, whose article 21.2, sections t) and u), attributes to the aforementioned General Directorate the development and execution of strategic planning in addictions and mental health, as well as the development, promotion, monitoring, and evaluation of mental health policies.
The text signed in Seville on October 30, 2026, by the general director, José Ángel Lázaro Mármol, maintains that the accumulated experience and the need to advance in strategic planning “advise promoting the development of a Suicide Prevention Plan of Andalusia” to organize and coordinate future actions in accordance with the lines and objectives of the PESMA-A 2026-2029.
From the 2023-2026 Program to the strategic plan
The immediate precedent is the Suicide Prevention Program in Andalusia 2023-2026, of which the Governing Council took notice through the Agreement of June 27, 2023. That instrument comprises actions for the coordination, prevention, detection, care, and postvention of suicidal behavior, as stated in the resolution itself.
The leap to strategic planning occurred with the Agreement of May 6, 2026, of the Governing Council, published in BOJA number 90, dated May 13, 2026, which approved the I Strategic Plan for Mental Health and Addictions of Andalusia (PESMA-A 2026-2029). Its first strategic line, dedicated to promotion and prevention in mental health and addictions, includes among its objectives the reduction of suicidal behaviors and their social impact.
A coordination already being exercised
The designation does not start from scratch. Effective October 1, 2025, the then Directorate General of Care and Social-Health Care had already designated Miguel Guerrero Díaz to perform the functions of coordinator for the prevention of suicidal behavior in Andalusia, linked to the Mental Health Program of the Ministry of Health and Consumption.
The new resolution explains that a new appointment is being made to promote and coordinate prevention actions and the technical work necessary for the development of the future plan, “without prejudice to the competencies of the bodies that must intervene in its processing and approval.” The coordinator, therefore, does not assume the approval of the plan, but rather its promotion and technical coordination.
Without specific remuneration
The agreement of the Directorate General is organized into three points:
- First: to appoint Miguel Guerrero Díaz as coordinator of the Suicide Behavior Prevention Plan of Andalusia, under the functional dependency of the Directorate General of Care, Social-Health Care, Mental Health and Addictions.
- Second: the designation does not entail specific remuneration; the designated person maintains those corresponding to their original position and their legal link with the institution of origin.
- Third: indemnities for travel for service reasons will be settled by the institution of origin, in accordance with current regulations.
The appointment affects an area of high social sensitivity, with a direct impact on the Andalusian public health system and families, and occurs within a context of strategic planning that places suicide prevention among the priority objectives of regional health for the 2026-2029 period. The resolution does not set a date for the presentation of the future plan, whose processing and approval will correspond to the competent bodies.
