Appointment of María Ángeles Villán Quílez as registrar of Logroño number three

The General Directorate of Justice and Interior of the Government of La Rioja has appointed María Ángeles Villán Quílez as Registrar of Property, Commercial, and Movable Assets for the position of Logroño Registry No. 3. The decision was adopted via Resolution 1488/2026, dated October 15, 2026, and published in the Official Gazette of La Rioja (BOR) no. 202, of Tuesday, October 20, 2026, in section II (Authorities and Personnel), with official reference II.1163 and secure verification code BOR-A-20261020-II–1163.

The prior competition and processing of the file

The appointment concludes a procedure that began on October 2, 2026, when the communication containing the list of registrars to be appointed by the Autonomous Community of La Rioja was received by the General Directorate of Justice and Interior. This list derived from the competition convened by resolution of the General Directorate of Legal Security and Public Trust on September 8, 2026, published in the BOE of September 14, 2026.

The competition was resolved by a resolution dated October 2, 2026, from the same state management center, published in the BOE of October 9, 2026, which ordered its communication to the autonomous communities so they could proceed with the appointments. The administrative file was completed with the proposal report from the Head of the Interior Service, dated October 13, 2026.

Legal basis of the appointment

The resolution invokes the regulatory framework that grants the autonomous community jurisdiction over this position:

• Article 284 of the Mortgage Law, in its consolidated text approved by Decree of February 8, 1946, which regulates the filling of vacant registries.
• Articles 496 and following of the Mortgage Regulations, approved by Decree of February 14, 1947.
• Article 38 of Organic Law 3/1982, of June 9, of the Statute of Autonomy of La Rioja, which grants the regional Government the power to appoint Property and Commercial registrars.
• Article 17.e) of Decree 155/2023, of November 21, regarding the organic structure of the Department of Health and Social Policies, in development of Law 3/2003, of March 3, on the Organization of the Public Sector of the Autonomous Community of La Rioja.

Notifications, publication, and appeal

The operative part of Resolution 1488/2026 orders the notification of the appointment to the interested party, the President of the High Court of Justice of La Rioja, and the General Directorate of Legal Security and Public Trust, in addition to ordering its publication in the BOR. The text was signed in Logroño, on October 15, 2026, by the Director General of Justice and Interior, Tania Sáez Martínez.

An appeal may be filed against this resolution, which does not exhaust administrative remedies, via an administrative appeal (recurso de alzada) within one month from the day following its notification, before the Minister of Health and Social Policies.
