Members of the General Employment Council of Extremadura appointed

The Regional Ministry of Economy, Employment and Digital Transformation has appointed the new members for the Social Agents and the Secretary of the General Employment Council of the Extremadura Public Employment Service, through the Resolution of August 21, 2026, of the Regional Minister, signed by Guillermo Santamaría Galdón. The agreement is published in the Official Gazette of Extremadura (DOE) No. 168, dated Monday, August 31, 2026, in section II of Authorities and Personnel, with the official reference 2026062208.

The resolution restructures the participation body of the regional public employment service, incorporating for the first time the Independent Confederation of Entrepreneurs and Freelancers of Badajoz (CIEM) and renewing the representation of the most representative trade union and business organizations in the community.

Regulatory Framework

The General Employment Council is the participation body of the Extremadura Public Employment Service, in accordance with article 4.1 of Law 7/2001, of June 14, in relation to articles 5 and 16 of its Statutes, approved by Decree 26/2009, of February 27. The presidency corresponds to the head of the regional ministry with competencies in employment.

The framework is completed by Decree 11/2026, of April 29, which assigns the competencies in employment policies to the Regional Ministry of Economy, Employment and Digital Transformation, and by Decree 108/2026, of May 26 (DOE No. 105), which establishes its organic structure and modifies the service’s Statutes.

New Composition of Members

Two members are appointed for the Regional Confederation of Entrepreneurs of Extremadura (CREEX), while CIEM is integrated with two memberships representing business organizations, reducing the number of CREEX members by two. For its part, Comisiones Obreras (CCOO) requested the revocation of one of its representatives and proposed a substitute.

The appointed members are:

• For CREEX: Francisco Sánchez Guijo and Francisco Javier Peinado Rodríguez.
• For CIEM: José Luis Iniesta Gallardo and Candelaria Carrera Asturiano.
• For UGT: Francisco Morcillo Pereiro and María José Ladera Baena.
• For CCOO: María de la Cruz Lara González and María del Carmen Nicolás Molina.

Secretariat and Effects

The head of the Legal Regime and Sanctions Service of the Extremadura Public Employment Service is appointed as Secretary of the Council, with a voice but without a vote, pursuant to article 16.2.f) of Decree 26/2009.

The resolution takes effect from the day of its publication in the DOE, rendering the previous Resolution of November 15, 2023 (DOE no. 225, of November 23) null and void. The members from trade union and business organizations are appointed upon the proposal of said organizations, in accordance with Organic Law 11/1985, of August 2, on Trade Union Freedom.

Impact

The renewal of the General Employment Council strengthens social dialogue in Extremadura by admitting the CIEM and updating the representation of workers and employers in the body that channels their participation in active employment policies. The new composition will condition the dialogue between the Junta and the social agents in the management of the Extremadura Public Employment Service during the new mandate.
