Teachers of the free shift in Castilla-La Mancha appointed as trainee civil servants

The Regional Ministry of Education, Culture and Sports of Castilla-La Mancha has appointed trainee civil servants to the Teaching Corps from among the candidates selected in the competitive examination for entry via the open access route, convened by the resolution of January 20, 2026. The appointment, which takes economic and administrative effect from September 1, 2026, is conditional upon the effective taking of possession of the assigned post for the completion of the internship phase.

The decision is formalized in the Resolution of 08/31/2026, signed by the regional minister Amador Pastor Noheda, and is published in the Official Gazette of Castilla-La Mancha (DOCM) number 177, dated September 15, 2026, with official reference [2026/6534]. The complete list of appointed candidates is included in Annex I of the resolution.

Regulatory Framework

The appointment is based on Article 29.1 of Royal Decree 276/2007, of February 23, which regulates entry into teaching bodies, and on the tenth clause of the call for applications resolution of 01/20/2026, published in DOCM number 18, of January 28. According to this clause, the Regional Ministry proceeds to appoint trainee civil servants for the 2026/2027 school year, assigning destinations in public centers within the autonomous community, in ordinary full-time positions within the entry specialty.

The lists of candidates who passed the competitive examination were published by the Selection Committees in accordance with the ninth clause, following the resolution of the General Directorate of Human Resources of July 31, 2026.

Specialties and Conditions

Annex I of the resolution lists the appointments distributed by specialties of the Teaching Corps, all in trainee status and open access:

• 032 Foreign Language: English
• 033 Foreign Language: French
• 034 Physical Education
• 035 Music
• 036 Therapeutic Pedagogy
• 037 Hearing and Language
• 038 Primary Education

Candidates who already provide paid services to the Administration as career civil servants, interim staff, or contractual personnel must expressly choose between the remuneration they are currently receiving or that which corresponds to them as trainee civil servants, in accordance with Royal Decree 456/1986. Those who have passed the competition in different educational administrations will find that their first appointment constitutes a tacit waiver of the others.

Appeals and Effects

Against the resolution, which exhausts the administrative route, a motion for reconsideration may be filed before the counselor within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Court within two months. From the time of appointment until that of career civil servants, the legal-administrative regime of the applicants shall be that provided for trainee civil servants, provided they hold a teaching position.

The incorporation of these new trainee civil servants reinforces the teaching staff of public centers in Castilla-La Mancha for the 2026/2027 academic year, guaranteeing the coverage of entry specialties in ordinary full-time positions.
