Five land registrars appointed in Guadalajara, Cuenca, and Albacete
Por FactBox Admin

The Governing Council of Castilla-La Mancha has appointed five property, mercantile, and movable property registrars for positions located within the territory of the autonomous community. The assigned positions are Guadalajara no. 2, Belmonte, Chinchilla de Montearagón, Casas-Ibáñez, and Sigüenza. The agreement was adopted at the meeting on October 27, 2026, and is published in the Official Gazette of Castilla-La Mancha (DOCM) no. 209, of October 30, 2026, section II, page 38148, with the official reference [2026/7854].
The decision comes upon the proposal of the Minister of Finance, Public Administrations, and Digital Transformation and is supported by article 26.1 of the Statute of Autonomy of Castilla-La Mancha, which grants the Governing Council the power to appoint notaries and property and mercantile registrars in accordance with State laws.
The starting point is ordinary competition number 325 for the filling of vacant Property, Mercantile, and Movable Property Registries, convened by resolution of September 8, 2026 (BOE of September 14) and resolved by resolution of October 2, 2026 (BOE of October 9) of the General Directorate of Legal Security and Public Trust. That resolution contained the proposal for the allocation of five positions located in Castilla-La Mancha, which now receive the regional appointment.
The five appointments
The agreement details, by order number, the destination assigned to each person:
- Eduardo de la Barrera Arriola, for the Property Registry of Guadalajara no. 2.
- María Uña Ivars, for the Property Registry of Belmonte.
- Ignacio Constantino Madrid Bergillos, for the Property Registry of Chinchilla de Montearagón.
- Alba Marqués Botella, for the Property Registry of Casas-Ibáñez.
- Belén Covadonga García-Faria Cano, for the Property Registry of Sigüenza.
The second section of the agreement is limited to ordering the publication of the text in the Official Gazette of Castilla-La Mancha, a procedure that has been fulfilled with the insertion in number 209 of this year.
Territorial distribution
The five jurisdictions are distributed among three provinces. The province of Guadalajara concentrates two of the positions: registry number 2 of the capital and that of Sigüenza. Cuenca provides another two, corresponding to the districts of Belmonte and Casas-Ibáñez, while Albacete receives that of Chinchilla de Montearagón, in the area of influence of the Albacete capital.
These are state-owned registries whose coverage corresponds to the Autonomous Community during the appointment phase, so the regional agreement closes the procedure opened weeks earlier by the Ministry of Justice through the General Directorate of Legal Security and Public Trust.
Deadlines and appeals
The agreement concludes the administrative process, pursuant to Article 38.1 of Law 3/1984, of April 25, on the Legal Regime of the Government and the Administration of the Junta de Comunidades de Castilla-La Mancha. Two avenues are available against it:
- A contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of Castilla-La Mancha, within two months from the day following its publication.
- Optionally, a motion for reconsideration before the Governing Council, within one month, in accordance with Articles 112 and 123 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.
The document appears signed in Toledo, on October 27, 2026, by the secretary of the Governing Council, José Luis Martínez Guijarro.
Effects for real estate transactions
The appointment enables the new holders to exercise the registry function and unlocks the coverage of offices that remained pending allocation following the competition. For notaries, buyers, and real estate operators in those jurisdictions, the change of holder implies a new interlocutor for the qualification and processing of deeds, as well as for the maintenance of the books and the registry publicity of the properties in each mortgage district.
The practical relevance is immediate in two senses. On one hand, the continuity of the registry service in areas of a marked rural character, such as Belmonte, Casas-Ibáñez, and Sigüenza, where the office covers a large number of municipalities. On the other, the legal certainty of transactions: the registration of sales, mortgages, and adjudications depends on the position being filled and the registry being able to operate normally.
