51 First Officers of the Navarra Foral Police appointed

Resolution 2662/2026, dated August 17, from the Director General of Public Service, appoints 51 first officers of the Foral Police of Navarra, who will take office on September 1, 2026. The agreement is published in the Official Gazette of Navarra number 171, dated August 31, 2026, and reinforces the foral police force following a selection process lasting more than a year.
The resolution, signed by Virginia Marín Fernández, Director of the Personnel Procedure Management Service, in the absence of the Director General (Foral Order 32/2023, of December 11), is issued in exercise of the powers conferred by Foral Decree 30/2005, of February 21. All allocated positions are assigned to the Headquarters of the Foral Police of Navarra.
Two access routes
The appointments are distributed between two access shifts, depending on the origin of the applicants:
- 50 officers via the internal promotion shift, for permanent staff members of the Foral Police of Navarra.
- 1 officer via the open promotion shift, for permanent staff from all police forces in Navarra.
Each appointed person receives a police identification number (NIP) and a specific position, all of which are assigned to the Headquarters of the force.
A selection process of more than a year
The call was approved by Resolution 1923/2025, dated July 3, published in the Official Gazette of Navarra number 150, dated July 29, 2025, for the provision, through internal promotion and by the category promotion competition procedure, of 51 positions for first officer.
The process followed these milestones:
- Resolution 2810/2025, dated September 29: provisional list of admitted and excluded candidates (BON number 204, of October 13, 2025).
- Resolution 3224/2025, dated October 31: final list (BON number 228, of November 14, 2025).
- Resolution 1510/2026, dated May 4: assignment of the 51 applicants to the Security and Emergencies School of Navarra for the training course.
- Resolution 2155/2026, dated July 2: end of the assignment to the School.
Upon completion of the training course provided for in the rules, the General Directorate received the appointment proposal for the applicants within the number of positions to be filled, specifying the positions to be allocated.
Taking office and appeals
The appointed persons must take office on September 1, 2026, unless there is a duly justified cause. The resolution is forwarded to the General Directorate of the Interior, the Headquarters of the Foral Police of Navarra, the General Directorate of Public Service, the Security and Emergencies School of Navarra, and the Personnel Expenditure Control and Payroll Service.
An administrative appeal (recurso de alzada) may be filed against this resolution before the Counselor of Interior, Public Service, and Justice within one month from the day following its notification, in accordance with articles 121 and 122 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations. Publication in the bulletin has the same effects as notification.
The incorporation of these 51 first officers consolidates the command structure of the Foral Police of Navarra, providing the force with personnel possessing specific training and prior service experience, coming from both the foral police itself and other police forces of the Foral Community.
