New residence director of the Provincial Institute of Social Welfare appointed as a career civil servant

The Provincial Council of Álava, through the Department of Social Policies, has appointed the person with ID 18592006 as a career civil servant of the Provincial Institute of Social Welfare for the position of residence director. The appointment is formalized by Provincial Order 64/2026, of July 28, published in the Official Gazette of the Historical Territory of Álava (BOTHA) number 106, of September 16, 2026, with reference 2026-02307.

The position is awarded as a result of the call for entry into the special administration scale, special services sub-scale, special assignments class, call 13113, director/manager, corresponding to the 2022 public employment offer of the Provincial Institute of Social Welfare, within the framework of the exceptional process for the stabilization of temporary employment.

An appointment derived from a leave of absence

The process is framed within the general bases approved by Provincial Order 170/2022, of December 26, modified by Provincial Order 186/2023, of May 25, which regulate the exceptional processes for the stabilization of long-term temporary employment of the Provincial Institute of Social Welfare.

Through Provincial Order 56/2026, of June 8, the person with ID 78936655 was initially appointed, who took office within the mandatory period and, without interruption, requested a leave of absence without reservation of the job position. Given this situation, base 11.3 of Provincial Order 170/2022 allows for the awarding of the resulting vacant position, resorting to the complementary proposal of appointments prepared by the qualifying board in accordance with base 11.2.

The board’s proposal and the new appointment

On July 24, 2026, the qualifying board proposed for appointment the person with ID 18592006, who holds the following order in the final list of selected persons. In compliance with base 11.1, it is the responsibility of the Provincial Deputy for Social Policies to appoint the member of said list by provincial order.

The appointment is made using the powers that article 11.b) of Provincial Decree 25/2012, of the Council of Deputies of April 3, which approves the Regulations on the Structure and Operation of the Provincial Institute of Social Welfare, confers upon the provincial deputy as president of its Board of Directors.

  • Nature of the assignment: definitive, considered for all purposes as obtained through the system to which the provision of positions is reserved.

Deadlines and appeals

The appointed person must take office within one month from the day following the publication of the order in the BOTHA, extendable for another fifteen calendar days at the request of the applicant and provided there is a justified cause. If office is not taken within the established period, except in cases of force majeure, all rights to acquire the status of civil servant of the Foral Institute of Social Welfare shall be lost.

An administrative-law appeal may be filed against the foral order within two months before the Administrative Court of Vitoria-Gasteiz, or optionally, a request for reversal may be filed within one month before the body that issued the resolution, in accordance with Law 29/1998 and Law 39/2015.

The order, signed in Vitoria-Gasteiz on July 29, 2026, bears the signature of the Foral Deputy for Social Policies, Gorka Urtaran Agirre, and the Director of Social Services, Miren Saratxaga de Isla.

Relevance of the resolution

This appointment completes the filling of a key position in the residence network of the Foral Institute of Social Welfare within the stabilization process of the 2022 OPE, guaranteeing the definitive provision of the management position following the vacancy generated by the leave of absence of the person initially selected. The resolution reinforces the consolidation of long-term temporary employment within the scope of foral social services.
