Por FactBox Admin

The Regional Ministry of Mobility, Digital Transformation, and Artificial Intelligence has resolved the public call for the free appointment of the position of Head of Territorial Service, based in León, in favor of Pablo Pérez García. The decision is formalized in Order MTD/1092/2026, dated October 16, published in the Official Gazette of Castilla y León no. 206, dated October 23, 2026, within section I.B.1 of Appointments, Situations, and Incidents. The text establishes an immediate cessation and assumption of office, with specific deadlines counted from the publication itself.
The resolution concludes the procedure opened by Order MTD/841/2026, dated August 28, published in the Official Gazette of Castilla y León no. 170, dated September 2, 2026, in section I.B.2 of Competitive Examinations and Contests. That call established a period of fifteen business days to submit applications at the Registry of the Regional Ministry, located at calle Rigoberto Cortejoso number 14, 47014 Valladolid, and warned that the position could be declared vacant.
The appointment is adopted in exercise of the powers conferred by Article 26 of Law 3/2001, of July 3, of the Government and Administration of Castilla y León, and in accordance with Articles 48 and 51 of Law 7/2005, of May 24, of the Civil Service of Castilla y León. The order was signed in Valladolid on October 16, 2026, by the Regional Minister Cristina Sanchidrián Blázquez.
A level 28 position attached to the General Secretariat
The annex of the order details the characteristics of the awarded position, which organically depends on the General Secretariat of the department:
- Title: Head of Territorial Service.
- R.P.T. Code: 16103.
- Management Center: General Secretariat.
- Group: A1; Level: 28; Specific Supplement: 16.
- Administration: A5.
- Location: León.
- Awardee: Pablo Pérez García, with D.N.I. partially hidden in the publication (***1149**).
The order justifies the award on the grounds that the appointee is the most suitable candidate among those who applied for the position to efficiently carry out the functions inherent to the called position, following a report from the head of the superior body to which it is attached.
Cessation in three business days and assumption of office the following day
The incorporation schedule is fixed in the text itself:
- The termination of the position previously held shall occur within three business days following the publication of the order.
- The assumption of duties at the new destination shall take place on the business day following the termination.
- If the resolution entails reinstatement to active service, the period for assuming duties is extended to ten business days from the day following publication.
- If the official is on leave or license, the assumption of duties is moved to the day following its conclusion.
- The period between termination and the assumption of duties is considered active service in the new position and shall be remunerated.
The Department also requires a copy of the termination and assumption of duties proceedings to be sent to the General Personnel Registry within three days following the date they occur.
Two avenues of appeal and one month for reconsideration
Against the order, which exhausts the administrative route, a contentious-administrative appeal may be filed before the Contentious-Administrative Court of Valladolid within two months from the day following its publication, in accordance with articles 8.2 and 14.2 of Law 29/1998, of July 13. Previously and optionally, a request for reconsideration may be filed before the Counselor of Mobility, Digital Transformation, and Artificial Intelligence within one month, according to articles 123 and 124 of Law 39/2015, of October 1.
The appointment fills a middle-management position in the territorial structure of the Department in the province of León, a level 28 reserved for group A1 officials. The resolution closes a free-appointment process that lasted nearly two months from its call and resolves the leadership of the Territorial Service in one area, digital transformation, which is under the direct competence of the department signing the order.
