Ahmed Abdel Lah Ahmed appointed as interim educator at the juvenile center

The Autonomous City of Ceuta has appointed Mr. Ahmed Abdel Lah Ahmed as an interim civil servant to the position of Educator, assigned to the Mediterráneo Juvenile Center. The decision, adopted by decree of the Minister of Presidency and Governance, Mr. Alberto Ramón Gaitán Rodríguez, dated August 20, 2026, is published in the Official Gazette of the Autonomous City of Ceuta (BOCCE) number 6,647, dated August 28, 2026.

The appointment responds to the need to temporarily fill the Educator position through the transitory substitution of its holder, who is currently on temporary disability leave. According to the report from the Director of the Mediterráneo Juvenile Center, the coverage is deemed necessary due to justified reasons of necessity and urgency, in order to guarantee the correct functioning of the service.

Legal framework of the appointment

The decree is based on article 10.1.b) of Royal Legislative Decree 5/2015, of October 30, which approves the Revised Text of the Basic Statute of Public Employees (TREBEP), which regulates the figure of the interim civil servant for the transitory substitution of holders for the strictly necessary period. It is complemented by article 55 of the same text, regarding the principles of equality, merit, and capacity, and by Royal Decree-Law 6/2023, of December 19, regarding the public service.

The procedure respects the principles of publicity, equality, merit, and capacity required for the selection of interim personnel.

Appeals

Against this act, which exhausts the administrative route, an optional appeal for reversal may be filed before the same body within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Courts of Ceuta within two months, in accordance with articles 123 and 124 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.

The appointment guarantees the continuity of educational care at the Mediterráneo Juvenile Center during the holder’s leave, an essential service for the protection of tutored minors in the city. Temporary coverage through an employment pool further ensures that the selection is carried out using objective and public criteria.
