Secretary to the head of Health in the Canary Islands appointed

The Ministry of Health of the Government of the Canary Islands has resolved the filling, via the free appointment procedure, of job position number 16803, designated as Secretariat of the Head of the Department, assigned to the Support Unit for the Minister. The appointment is granted to the civil servant Natividad Olga Quesada Ceballos, according to the Order of August 27, 2026, published in the Official Gazette of the Canary Islands no. 180, of September 8, 2026 (p. 34151).
The public call was made through the Resolution of the Technical General Secretariat of July 14, 2026 (BOC no. 149, of 7.27.2026). The procedure was processed in accordance with the fifth clause of the call, following a report from the Technical General Secretariat on the fulfillment of requirements by the applicants, and the report of the Support Unit for the Minister, dated August 27, 2026, in accordance with the sixth clause.
The position and its functions
The position is framed within the management center of the Ministry, within the Support Unit for the Minister, and is characterized as a position of trust for the head of the Department. Its main functions are:
- Assistance and material support to the head of the Department.
- Coordination with the assigned Services and Public Bodies in the management of meetings.
- Management and processing of service commissions for the head of the Department and their Support Unit.
The position is classified in group/subgroup C/C2, with a destination supplement level of 18 and 42 points of specific supplement. It is filled under the status of career civil servant, with a normal working day, and its territorial location is Las Palmas de Gran Canaria.
Regulatory framework
The appointment is supported by article 29.1.c) of Law 14/1990, of July 26, on the Legal Regime of the Public Administrations of the Canary Islands, and sections 3 and 4 of article 78 of Law 2/1987, of March 30, on the Canary Islands Civil Service, in relation to the procedure provided for in articles 17 to 21 of Decree 48/1998, of April 17, which regulates the filling of job positions for civil service personnel of the Administration of the Autonomous Community of the Canary Islands.
Deadlines and appeals
The appointed civil servant must cease their current position within three days from the publication of the Order, and take office within the same period if they reside on the same island, or within one month if they reside outside of it, counted from the day following the cessation.
Against the Order, which exhausts administrative remedies, a contentious-administrative appeal may be filed within two months before the Contentious-Administrative Court of Las Palmas de Gran Canaria, or an optional appeal for reversal may be filed before the Department itself within one month, in accordance with articles 123 and 124 of Law 39/2015, of October 1, on the Common Administrative Procedure.
The Order is signed by the Minister of Health, Esther María Monzón Monzón, and was issued in Las Palmas de Gran Canaria on August 27, 2026. With this appointment, the Department completes the filling of a key position of direct support to the head of the Department, guaranteeing material assistance and the coordination of the minister’s institutional agenda in the capital of Gran Canaria.
