The evaluation committee for the Canary Islands Police competition has been appointed

The General Directorate of Security has appointed the individuals who will make up the Evaluation Commission, both principals and alternates, for the merit-based competition to fill job positions for various roles within the General Body of the Canarian Police among personnel from the Security Forces and Corps. The appointment is formalized through the Resolution of August 5, 2026, published in the Official Gazette of the Canary Islands number 165, of August 18, 2026, and signed by the Director General of Security, David del Pino Franquet.

The competition was convened by the Resolution of July 8, 2026, of the General Directorate of Security, the rules of which were published in BOC no. 146, of July 22, 2026. Pursuant to rule 7.2 of its Annex I, the commission is appointed prior to or simultaneously with the list of admitted and excluded persons, and its composition is made public in the gazette and on the selective processes web portal of the Ministry of Presidency, Public Administrations, Justice, and Security, for the purposes of publicity and possible recusal or abstention.

Composition of the commission

The commission is composed of five principal members and an equal number of alternates, all of whom are career civil servants with a group and subgroup equal to or higher than that required for the highest-ranking position in the competition. The composition respects a balanced presence between women and men, in accordance with Article 60 of the revised text of the Law of the Basic Statute of the Public Employee (Royal Legislative Decree 5/2015).

• Chairmanship: José Antonio Prieto Palma, Group A1 of the General Body of the Canarian Police.
• Secretariat: Ramón Guillermo García Manrique, Group A1 of the General Body of the Canarian Police.
• First Member: Francisco Javier López Ruano, Group A2 of the General Body of the Canarian Police.
• Second Member: Lourdes Mateo Faura, Group A1 of the General Directorate of Security.
• Third Member: María José Gutiérrez González, Group A1 of the Public Administration of the Autonomous Community of the Canary Islands.

The alternate members are Pedro Fernández Martín, David Jorge Padrón Santana, and Kevin Flores García (Group A1 of the General Body of the Canarian Police), María Nieves González Martín (Group A2, City Council of Santa Cruz de Tenerife), and María Isabel Santos García (Group A1, City Council of Güímar).

Operation and guarantees

The commission may be constituted and act validly with the presence of at least three of its members, requiring in all cases the attendance of those holding the Chairmanship and the Secretariat. Its agreements shall be adopted by majority, with the vote of the person exercising the Chairmanship being the tie-breaker in the event of a draw, and its actions shall comply with Law 40/2015, of October 1, on the Legal Regime of the Public Sector, including remote constitution.

The appointed persons must declare their abstention when the circumstances of Article 23 of the aforementioned law apply, and the candidates may challenge the members of the commission in accordance with Article 24. Against the resolution, which exhausts administrative remedies, a contentious-administrative appeal may be filed before the Contentious-Administrative Section of the Court of First Instance of Santa Cruz de Tenerife within two months, or an optional appeal for reversal within one month.

Collaborators and specialist advisors

In a complementary resolution, the General Directorate of Security has appointed the collaborators and specialist advisors for the competition. The collaborators perform auxiliary and material support functions, without being integrated into the commission or accessing the merits documentation; the specialist advisors provide technical assistance with a voice but without a vote, pursuant to Article 74.2 of Law 2/1987, of March 30, on the Canarian Public Service.

• Collaborators: Nayra María Berdún Catellano, Abel Giovanni Franco Álvarez, Salomé Henríquez Fuentes, Alicia Esther López Betancor, Leticia Gamboa Salto, and Paula Andrea León Reyes.
• Specialist advisors: Andrea Cristina Gómez García, Jorge José Robles Forns, and Ventura Jonathan Pérez López.

Prior to their participation, the specialist advisors must provide a responsible declaration stating that there are no grounds for their abstention, which will be attached to the commission’s minutes.

The publication of the composition of the evaluating commission represents a key step for the competition applicants, who now know who will evaluate their merits and can exercise their right of challenge. The transparency of the process reinforces confidence in the filling of positions for a body essential to public security in the Canary Islands.
