Appointed as an official of the Executive Corps following the resignation of a candidate

The General Directorate of the Civil Service of the Regional Government of Castilla-La Mancha has appointed career civil service personnel to the Executive Corps, Administrative Specialty, and has assigned a permanent destination to the successful candidate filling the vacancy generated by the resignation of another applicant. The decision is formalized through the Resolution of 10/23/2026, published in the Official Gazette of Castilla-La Mancha number 210, dated November 3, 2026, with the official reference 2026/7824. The appointment entails the obligation to take possession of the position within one month.

The starting point: from the call to the resignation

The selection process was announced via the Resolution of the General Directorate of the Civil Service of December 5, 2024, published in the DOCM number 244, dated December 18, 2024, for entry through the direct internal promotion system for the position, the general access system for persons with disabilities, and the general open access system in the Executive Corps, Administrative Specialty.

Once the process was completed, the list of successful candidates entitled to appointment was published by Resolution of August 12, 2026, in the DOCM number 156, dated August 17, 2026. A vacancy subsequently occurred on that list: Luis Alberto López Moranchel (D.N.I. *0545) resigned from his position on September 16, 2026, which required the Administration to resolve the appointment and destination assignment for the next person entitled to it.

The appointed person and the assigned destination

Annex I of the resolution, dedicated to the assignment of destinations, contains the data of the appointed person, who enters through the direct internal promotion system for the position:

• Name: Susana Perales Oeo (D.N.I. *0548, N.R.P. *054873A2291).
• Corps and specialty: Executive, Administrative specialty.
• Position title: Secretary/General Comptroller.
• Position code: 11809; level: 16.
• Specific supplement: 12,857.64 euros.
• Location: Toledo, assigned to Central Services.
• Work center: General Comptroller’s Office, under the Ministry of Finance, Public Administrations and Digital Transformation.

The resolution was signed in Toledo on October 23, 2026, by the Director General of the Civil Service, José Narváez Vila, by delegation of the Minister of Finance, Public Administrations and Digital Transformation (Resolution of 09/15/2015, DOCM number 183, dated September 17, 2015).

One month to take possession

The period for taking possession is one month counted from the day following the publication of the resolution in the DOCM. The taking of possession shall take place at the Personnel Department of the body or organization to which the assigned position is attached.

• Delay is only permitted due to illness or force majeure that makes joining impossible, upon prior request by the interested party within the deadline and with accreditation of the reason; in such case, the count restarts from the moment the cause ceases to exist.
• Before taking office, the declaration from article 13 of Royal Decree 598/1985, of April 30, or, where applicable, the request for compatibility from article 10 of Law 53/1984, of December 26, on Incompatibilities of Personnel in the Service of Public Administrations, must be submitted.

Appeal Process

The resolution exhausts the administrative route. A contentious-administrative appeal may be filed against it before the Contentious-Administrative Court of Toledo within two months from the day following its publication, or, optionally, a request for reversal before the Regional Ministry of Finance and Public Administrations within one month, in accordance with articles 123 and 124 of Law 39/2015.

The appointment closes a selection process opened nearly two years ago and fills a vacancy that remained blocked due to a resignation, such that the level 16 position in the General Comptroller’s Office is definitively filled; for the remaining candidates of the same call, the publication confirms that the list of successful candidates no longer allows additional movements.
