Nogueruelas sube un 2,9% las tarifas de su residencia de mayores municipal

The Nogueruelas City Council has made final the modification of fiscal ordinance no. 12, regulating the fee for the provision of services at the municipal residence for the elderly, with an increase of 2.9% over current rates. The agreement, adopted by the Plenary in the session of December 2, 2025, is published in the Official Gazette of the Province of Teruel no. 197, of October 14, 2026, with reference 2026-2981, after no claims were filed during the public exhibition period.

The modification was initially approved in the same plenary session along with two other municipal fiscal ordinances: no. 8, regarding the issuance and processing of documents, and no. 18, regarding building licenses and urban planning actions. The announcement of provisional approval was published in the Official Gazette of the Province of Teruel no. 163, of August 27, 2026 (2026-2517), opening a thirty-day period to examine the file and present allegations, in accordance with article 17.2 of the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5.

Since no claims were formulated, the agreement is automatically elevated to final status and its full text is made public in compliance with article 17.4 of the same regulation. The final announcement is signed by the mayor-president, Isabel María Alajarín Piñero, dated October 9, 2026.

2.9% Increase and New Single Room Fee

The first point of the agreement establishes the two central changes in the center’s pricing regime:

  • Application of a 2.9% increase over the current rates of the residence.
  • Establishment of a fee for a single room of 1,265.34 euros, applicable only when there is availability of places.

The single room fee is thus conditioned on the actual occupancy of the center, so it will not be applied generally as long as there are no free places of that modality.

Meals for Non-Residents and Assisted Residents

The agreement also incorporates two novelties in the service portfolio and the typology of places:

  • Meal service at 6.00 euros per service for non-resident pensioners or retirees, subject to prior authorization, and for family members visiting residents.
  • Fees for assisted residents, which will be established when the Social Services Planning Service of Aragon authorizes the change in the residence’s typology.

The second point of the agreement is therefore subject to that regional authorization, without which the assisted resident fees will not be activated.

Processing, Validity, and Appeals Processes

The processing has followed the ordinary procedure for the modification of local tax ordinances: provisional approval by the Plenary, public information via an announcement in the provincial bulletin, and automatic elevation to definitive status as no claims were filed. The file was available to interested parties at the municipal offices and on the electronic headquarters of the Nogueruelas City Council.

Against the agreement, which concludes the administrative route, a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of Aragon, based in Zaragoza, within two months starting from the day following the publication of the announcement, in accordance with Article 46 of Law 29/1998, of July 13, regulating the Contentious-Administrative Jurisdiction.

Impact for residents and families

The entry into force of the new rates directly affects the users of the municipal residence for the elderly and their families, who will assume an increase of 2.9% in the fees. The new price for a single room, 1,265.34 euros, will only be charged when places of that modality are available, while the opening of the meal service at 6 euros expands care to non-resident pensioners and retirees and to family members visiting the residents. The change in typology pending regional authorization will further determine when specific fees for assisted residents can be applied.
