Nogueira de Ramuín esixe limpeza de 328 parcelas por risco de incendio

The Nogueira de Ramuín City Council requires the owners of 328 plots located in the nuclei of Vilouxe and Cimadevila to carry out biomass management and remove prohibited tree species within a period of fifteen business days. The order takes the form of a Mayoral Decree of 09/30/2026, signed by Julio Carlos Temes Pereira, and is published in the Official Gazette of the Province of Ourense on November 2, 2026, section IV (Local Entities), with reference R. 2.491. Non-compliance enables subsidiary execution with the repercussion of costs and the opening of the corresponding sanctioning procedure.

A priority and urgent action zone

The decree bases its competence on Law 3/2007, of April 9, on the prevention and defense against forest fires in Galicia —particularly article 21 ter and the third additional provision— and on the council’s Municipal ordinance regulating the cleaning, sanitation, and safety of lands, plots, and public spaces and protection against forest fires, published in BOP No. 10 of 01/14/2005. It also invokes articles 135 and following of Law 2/2016, the Land Law of Galicia, and article 21.1 of Law 7/1985, regulating the bases of local regime.

The general obligation sets the cleaning of brushwood —including, if applicable, the removal of tree species— before the end of May each year. Having verified that these tasks were not carried out, and “given the generalized risk of forest fires,” the local government identifies the lands and population nuclei of Vilouxe and Cimadevila, included in the rural nucleus land delimitation of the General Municipal Urban Development Plan, approved on 11/13/2001, as a priority zone.

328 plots and more than 53,000 square meters

The requirement affects 328 cadastral references from polygons 115, 117, and 123 of the municipal term, with a combined area of 53,246 square meters according to the data in the announcement itself. Among the plots are:

  • 32053A12309008, with 1,820 m², the largest extension on the list.
  • 32053A12300370, with 1,555 m², and 32053A12300329, with 1,526 m².
  • 32053A12300314, with 1,476 m², and 32053A12300438, with 1,488 m².
  • 32053A12300194, with 1,322 m², and 32053A11500108, with 1,226 m².
  • Two public domain plots: DD0500300PG19C (24 m²) and DD0501400PG19C (167 m²).
  • Numerous small-sized estates, some of 5, 6, and 7 m², especially in the surroundings of polygon 123.

Costs of subsidiary execution, seizure, and hearing

If the period expires without action, the council may execute the works at the owner’s expense, with the following provisional settlement:

  • Cleaning and clearing with mechanical means: 0.08 euros/m².
  • Cleaning and clearing with manual means: 0.15 euros/m².

The Administration may furthermore agree to the seizure of prohibited tree species removed by its own means, a precautionary measure that extends to the timber resulting from the cutting. The owner of the land or the holder of the right of exploitation has the legal duty to facilitate access for the works.

The decree also grants a hearing period of fifteen business days to make allegations and present supporting documentation. Information can be obtained at the Nogueira de Ramuín Town Hall, estrada a Nogueira nº 3, 32.160 Nogueira de Ramuín (Ourense), or at the municipal electronic office.

Publication in three official channels

The resolution orders its publication in the Official Gazette of the Province of Ourense, in the Official Gazette of Galicia, and on the notice board of the town hall’s electronic office. The count of the fifteen business days for cleaning begins the day following the publication in the Official Gazette of Galicia, while the hearing period is counted from the publication in the provincial gazette.

The announcement affects the surroundings of an inhabited rural nucleus, meaning the measure directly impacts the protection of homes against fire and transfers to the owners—many of whom hold micro-plots—the cost of the cleaning or, failing that, the cost of municipal execution, to which any penalty deriving from the sanctioning procedure would be added.
