Nicoya resumes the competition for the coastal regulatory plan of the Pacific coastline

The Municipality of Nicoya has resumed the deadline for the receipt of bids for Public Tender No. MN-CP-003-2026, intended for professional services for the preparation of the coastal regulatory plan for the Pacific coast of the canton. The decision was published in La Gaceta No. 179 on Wednesday, September 23, 2026, in the Public Procurement section, and bids will expire at 14:00 hours (GMT-6) on October 10, 2026, the date and time when the opening act will take place.

The notice is issued by the Maritime-Terrestrial Zone Department of the Municipality of Nicoya, signed by Erika Matarrita Carrillo, Acting Coordinator, under official reference IN202601128080. The tender covers Stage 1: Preliminary Background of the coastal regulatory plan for the Pacific coast of the canton of Nicoya, in the province of Guanacaste.

The procedure had been halted. In La Gaceta No. 171 on Thursday, September 10, 2026 (p. 133), the municipality communicated the suspension of the bid submission deadline due to the filing of an objection against the bidding documents, and announced that it would timely inform the resumption and the new deadline.

Resumption after resolving challenges

The Evaluating Commission definitively resolved the questions regarding the bidding documents through two resolutions, both dated August 28, 2026:

• Resolution No. CC-MN-CP-003-2026-001, at fifteen hours.
• Resolution No. CC-MN-CP-003-2026-002, at fifteen hours and thirty-five minutes.

The issues addressed were:

• An objection filed by the University of Costa Rica Foundation for Research (FundaciónUCR).
• A request for clarification submitted by Ecoplan Sociedad de Responsabilidad Limitada.

With these resolutions, the administrative route regarding the challenge was exhausted, in accordance with Article 96 of the General Public Procurement Law, No. 9986.

Amended bidding documents and addendum

In compliance with the resolution, the municipality publishes for consultation and download the bidding documents with the ordered amendments and the corresponding addendum. The ordered changes are:

• Modification of clauses 11.8, 15.2.2, and 11.11.
• Modification of point 8.3 of the IV Proposal Formulation Phase.

How and when to submit the bid

• Deadline: expires at 14:00 hours (GMT-6) on October 10, 2026.
• Opening: will take place on that same date and time.
• Submission method: exclusively electronic, to the email proveeduria@municoya.go.cr.

The resumption restores certainty to the consulting firms, architecture offices, and coastal developers interested in the planning of the Pacific coast of Nicoya, a canton facing strong real estate and tourism pressure in its maritime-terrestrial zone. The three-and-a-half-week deadline since publication leaves little room to assemble the proposal; therefore, interested firms must download the amended specifications and the addendum as soon as possible, as the modified clauses condition the technical content of the bid.
