Nicaragua recognizes Kofi Attor as extraordinary ambassador of Ghana
Por FactBox Admin

The Presidency of the Republic recognized Kofi Attor as Ambassador Extraordinary and Plenipotentiary of the Republic of Ghana to the People and Government of Nicaragua, by means of Presidential Agreement No. 140-2026. The instrument was published in La Gaceta, Official Gazette No. 195 on Friday, October 23, 2026, on page 10323, and orders civil and military authorities to guarantee the prerogatives and immunities corresponding to his rank.
The agreement bears the signatures of co-presidents Daniel Ortega Saavedra and Rosario Murillo Zambrana, and is issued “in exercise of the powers conferred upon them by the Political Constitution.” The sole recital of the document states that the Ministry of Foreign Affairs received, at three-thirty in the afternoon on October 20, 2026, the Copies of Style of the Letters of Credence accrediting Kofi Attor in the capacity of Ambassador Extraordinary and Plenipotentiary.
Those letters were issued in the city of Accra by the president of the Republic of Ghana, John Dramani Mahama. The complete sequence of the process was recorded in the agreement itself: receipt of the Copies of Style on October 20, signing of the instrument on October 21, and official publication on October 23.
What Presidential Agreement No. 140-2026 provides
The text published in edition 195 of the Official Gazette is organized into three resolutive articles:
- Article 1: to recognize Kofi Attor in the position of Ambassador Extraordinary and Plenipotentiary of the Republic of Ghana to the People and Government of the Republic of Nicaragua.
- Article 2: to order Civil and Military Authorities to observe and ensure the observation of the prerogatives and immunities corresponding to his rank.
- Article 3: to establish that the agreement takes effect from its publication and to order its dissemination in La Gaceta, Official Gazette.
The document was issued in the city of Managua, Government House, on October 21, 2026, and appears in the edition’s summary under the heading Government House, with the indication of page 10323.
An edition marked by changes in the Official Gazette
The same issue of La Gaceta —Year CXXX, No. 195, 100 pages, with a print run of 590 copies and a value of 45 córdobas— opens with Law No. 1285, Law of Additions to Law No. 1259, Organic Law of the Attorney General’s Office, and of reform to Executive Decree No. 31-2002, Regulations of the Official Gazette.
That regulation transfers the administration, use, and custody of the budgetary, financial, and patrimonial resources assigned to the Legal Secretariat of the Presidency and La Gaceta to the Attorney General’s Office, and establishes that the Official Gazette is hierarchically dependent on that institution. Diplomatic recognition thus shares an edition with the administrative reorganization of the very bulletin that publishes it.
Precedents of the same procedure
The recognition of Kofi Attor follows the format applied this year to other heads of mission accredited in the country:
- Brigitte Veyne, ambassador of the French Republic: Copies of Style received on August 31, 2026, at three-thirty in the afternoon, issued in Paris by President Emmanuel Macron; the appointment was recorded in Presidential Agreement No. 120-2026, published in La Gaceta No. 163 on September 2, 2026.
- Charles-Michel Geurts, ambassador of the European Union: Copies of Style received on September 1, 2026, at three in the afternoon, issued in Brussels by António Costa and Ursula Von Der Leyen, with publication in the same edition 163.
In all three cases, the Executive employs the same formula: recognition of the position, order to civil and military authorities to safeguard immunities, and validity starting from the date of publication.
Impact
With Presidential Agreement No. 140-2026, Ghana is formally represented before the Nicaraguan Government and its ambassador obtains the legal backing that the Executive extends to accredited heads of mission. For readers, the relevant fact is that this is the first official act published regarding the bilateral relationship with Ghana in the current period, and that its entry into force does not depend on subsequent legislative ratification: it governs from the same day of its appearance in La Gaceta.
