Nicaragua ratifies the agreement creating the World Artificial Intelligence Organization

The Presidency of the Republic ratified the “Agreement on the Establishment of the World Organization for Cooperation in Artificial Intelligence” through Presidential Decree No. 11-2026, published in La Gaceta, Official Gazette No. 194 on Thursday, October 22, 2026, in the Government House section (p. 10282). The decree was signed by Co-President Daniel Ortega Saavedra and Co-President Rosario Murillo Zambrana on October 16, 2026, at the Government House, Managua. Article 2 of the decree orders the issuance of the Instrument of Ratification for its deposit with the Government of the People’s Republic of China.

The ratified instrument is the agreement signed by the Government of Reconciliation and National Unity on July 16, 2026, in the city of Shanghai, People’s Republic of China. According to the recitals of the decree, the National Assembly approved that agreement through Decree A.N. No. 8933 on September 29, 2026, published in La Gaceta, Official Gazette No. 179 on October 1, 2026. With this legislative precedent, the Presidency issued the ratification decree in exercise of the powers conferred by the Political Constitution.

The three articles of the decree

Presidential Decree No. 11-2026 is structured into three articles and contains no transitional provisions or annexes:

• Article 1: to ratify the “Agreement on the Establishment of the World Organization for Cooperation in Artificial Intelligence,” signed on July 16, 2026, in Shanghai, People’s Republic of China.
• Article 2: to issue the Instrument of Ratification for its deposit with the Government of the People’s Republic of China.
• Article 3: the decree takes effect from its publication and its publication in La Gaceta, Official Gazette is ordered.

The ratification places Nicaragua within the international framework that defines the governance of artificial intelligence from an organization based in China, a field where regulation, technical standards, and scientific cooperation are increasingly discussed outside of traditional forums.
