Nicaragua nacionaliza al ingeniero cubano Alejandro Zamora Torres por naturalización

The Ministry of the Interior of Nicaragua granted Nicaraguan nationality as a naturalized citizen to telecommunications engineer Alejandro Zamora Torres, originally from the Republic of Cuba, through Resolution No. 3444. The agreement was signed on September 12, 2026, and endorsed by Minister María Amelia Coronel Kinloch, and was published in La Gaceta, Official Gazette No. 185 on Friday, October 9, 2026, in the Ministry of the Interior section, under record Reg. 2026-00979-M.

The official certification details that the resolution was recorded on folios 069-070 of the Nicaraguan naturalized citizens book No. 12, corresponding to the year 2026, maintained by the General Directorate of Migration and Foreigners. The document specifies that the granting of nationality is a sovereign act of the State of Nicaragua and shall take effect upon its publication in the Official Gazette.

The agreement and its signatories

Resolution No. 3444 was signed by General Commissioner Katia Melania Barberena Jacamo, operational deputy director of Migration and Foreigners, and endorsed by the Minister of the Interior, María Amelia Coronel Kinloch, after verifying compliance with the legal requirements of Law 761, General Law of Migration and Foreigners, its reforms, and its Regulations.

The text establishes that the beneficiary shall enjoy the rights and prerogatives granted by law to nationals and shall be subject to the corresponding obligations, in accordance with the Political Constitution of the Republic of Nicaragua and current migration legislation.

Beneficiary profile and fulfilled requirements

According to the recitals of the resolution, the applicant submitted his petition to the General Directorate of Migration and Foreigners and proved the following conditions:

  • Name: Alejandro Zamora Torres, originally from the Republic of Cuba.
  • Profession: telecommunications engineer.
  • Date and place of birth: September 30, 1991, in Isla de la Juventud, Republic of Cuba.
  • Domicile and residence: department of Managua, Republic of Nicaragua.
  • Stay in the country: continuous and uninterrupted for fifteen years.
  • Ties: affinity and consanguinity with Nicaraguans.
  • Express manifestation of will to acquire Nicaraguan nationality.

The resolution is based on articles 22, 23, and 64 of the Political Constitution of Nicaragua and its reform provided for in Law 1234, published in La Gaceta, Official Gazette No. 32 on February 18, 2025, as well as article 53 of Law 761, published in La Gaceta, Official Gazette No. 125 and 126 on July 6 and 7, 2011, with its reforms (Law 1033 and Law 1228).

It also invokes Presidential Agreement No. 169-2025, approved on October 17, 2025, and published in La Gaceta, Official Gazette No. 193 of the same date; Law 1183, of December 22, 2023; Law 1184, of December 28, 2023; and articles 108, 112, 114, and 117 of the Regulations contained in Decree No. 31-2012, published in La Gaceta, Official Gazette Nos. 184, 185, and 186 of September 27 and 28 and October 1, 2012.

The ruling orders the act to be registered in the book of naturalized citizens maintained by the General Directorate of Migration and Foreigners, to issue the corresponding certification, and to notify the interested party. The publication in the Official Gazette constitutes, by mandate of the resolution itself, the date from which the new legal status takes effect.

Naturalization formalizes the legal situation of a long-term resident and enables them to exercise the political and civil rights reserved for Nicaraguans, while subjecting them to the obligations inherent to citizenship. The act, published in the naturalized citizens section of the official bulletin, is part of the ordinary administrative practice of the Ministry of the Interior regarding migration matters.
