Neus Sancho takes over the mayoralty of Alcanar for nine days due to Chavalera's absence

The first Deputy Mayor of the Alcanar City Council, Neus Sancho Sanz, assumes the functions of the mayoralty from October 31 to November 8, 2026, both days included. This is established by Mayoral Decree 2026-1575, signed on October 30 by the mayor, Marc Chavalera Esbri, and published in the Official Gazette of the Province of Tarragona (BOP) on November 3, 2026. The substitution covers nine days of the mayor’s absence and leaves the municipal government in the hands of the first deputy during this period.

The decree is framed within the Regulations on the organization, operation and legal regime of local entities, approved by Royal Decree 2568/1986, of November 28. Article 44.2 of this regulation is what mandates the publication of the resolution in the provincial gazette, as stated in the third point of the decree. The document bears the electronic file number 7177/2026 and the official reference CVE 2026-10249.

What the decree resolves

The text approved by the Mayor’s Office of Alcanar contains three specific mandates:

• Designate the first Deputy Mayor, Neus Sancho Sanz, to substitute for the mayoralty from October 31 to November 8, 2026, both included.
• Notify the resolution to the interested person and inform the different departments and all personnel of the Alcanar City Council.
• Publish the resolution in the BOP of Tarragona, in application of article 44.2 of Royal Decree 2568/1986.

The Alcanar City Council is headquartered at Carrer Generalitat, 10, and the telephone number is 977732013, according to the data that the council habitually publishes in its announcements in the same gazette. The signing of the decree took place on October 30, the day after the first day of substitution, and the official publication arrived three days later, on November 3.

A substitution period amidst the municipal agenda

The nine days of substitution take place during a phase of full administrative activity in Alcanar. On October 9, 2026, the mayor himself had signed Mayoral Decree 2026-1476, which approved the regulatory bases for the temporary use and operation of the bar counter at the Civic Center during Expocítric Alcanar 2026, according to the announcement published in the BOP on October 14.

A few weeks earlier, the Local Governing Board had initially approved, in the session of September 23, 2026, the construction project for the rainwater network of the streets Carretera Nova, Joan Maragall, and Avinguda Constitució and the collector to the Sénia river, in its phase 2. The material execution budget is 991,540.28 euros and the general contract budget, including VAT, is 1,427,718.86 euros, with one month of public information.

The substitution period also coincides with the phase prior to the general election campaign of November 29, 2026. The Zonal Electoral Board of Tortosa published on October 21 the spaces reserved in Alcanar for electoral propaganda, including the plaça de la Bassa, the ronda del Remei, and the plaça Sancho Panza, in Alcanar-Platja, with 12 square meters in each case.

Subsidies and procedures that do not stop

The ordinary processing of the town council continues during the mayor’s absence. On October 27, the summary of the call for subsidies for local athletes for the 2026 fiscal year was published in the BOP, with code BDNS 937022 and reference 5928/2026, approved by the Local Government Board on August 26, 2026. Each recognition has a maximum allocation of 500 euros and covers the activity developed between November 1, 2025, and October 31, 2026.

The designation of the first deputy ensures the continuity of the signature and the resolution of municipal files during these nine days. The decree does not introduce any additional delegation of powers nor any change in the organizational chart: it is limited to activating the substitution mechanism provided for in local regulations.

For the residents of Alcanar, the practical effect is that any matter requiring the intervention of the mayor’s office during these nine days will be resolved by Neus Sancho Sanz, with the same powers recognized by current legislation. The publication in the BOP gives validity and publicity to the substitution, so that the acts signed by the deputy during the period have full legal effect.
