Netsur Chile obtains fixed internet concession in Biobío for 30 years

The Undersecretariat of Telecommunications granted the company Netsur Chile Telecomunicaciones SpA a public telecommunications service concession to provide data transmission (fixed internet access) in the Biobío Region, with a validity of 30 years starting from its publication in the Official Gazette. The decision was formalized through exempt decree No. 927, dated August 24, 2026, published in edition No. 44,537 of the official bulletin, on Saturday, August 29, 2026, in Section II (Particular Norms), pages 1 and 2.

The concession is framed within Law No. 18,168 of 1982, General Telecommunications Law, and decree law No. 1,762 of 1977, which created the Undersecretariat. The act was signed by order of the President of the Republic by the Minister of Transport and Telecommunications, Louis de Grange Concha, and transcribed by the Undersecretary Romina Garrido Iglesias. The request was processed through Subtel entries No. 129,879, dated 20.11.2025, and its 2026 supplements.

The concession and its scope

The concessionaire, with RUT No. 77,613,385-K and address at Los Notros Street No. 391, commune of Los Ángeles, is authorized to install, operate, and exploit the necessary infrastructure for the service. The service area corresponds to the Biobío Region, and the supply may be carried out through its own means or those of duly authorized third parties.

  • Type of service: Public Telecommunications Service.
  • Specific provision: Data Transmission (Fixed Internet Access).
  • Validity period: 30 years from publication in the Official Gazette.
  • Service area: Biobío Region.

Authorized infrastructure

The decree authorizes the installation of two switching and transmission nodes and one fiber optic section connecting them:

  • Los Ángeles Node, at Los Notros No. 391, commune of Los Ángeles (latitude 37°28'14.7" S; longitude 72°20'31.56" W).
  • Santa Clara Node, at Villa Santa Clara Lote, commune of Los Ángeles (latitude 37°22'28.12" S; longitude 72°18'6.09" W).
  • Fiber optic section between both nodes, with a download and upload speed of 800 Mbps, FTTH network, aerial deployment, and G.652.D standard single-mode fiber.

Deadlines and obligations

The execution deadlines refer to the date of publication of the decree in the Official Gazette:

  • Start of works: 1 month.
  • Completion of works: 12 months.
  • Start of service: 14 months.

The concessionaire must comply with the legal, regulatory, and technical provisions governing telecommunications, and the basic technical project will be archived in the Undersecretariat. Notification of the act will be carried out from the email address partes@subtel.gob.cl.

The concession expands the fixed connectivity offering in the Biobío Region, an area where high-speed internet access is key for households, businesses, and public services. With an 800 Mbps fiber optic network and a validity of three decades, the measure seeks to strengthen regional coverage and competition in the telecommunications market.
