Negueira de Muñiz approves nominative grants for vineyards in the Navia Basin

The City Council of Negueira de Muñiz has definitively approved the modification of Base 24 of the execution bases of the 2026 municipal budget to incorporate two nominative grants destined for the wine sector of the Cunca do Río Navia, for a combined amount of 2,100 euros. The agreement becomes final after the initial proposal, approved in the extraordinary plenary session on September 30, 2026, passed the public exhibition process without claims. The announcement is published in the Official Gazette of the Province of Lugo (BOP) no. 252, corresponding to November 3, 2026, with the official reference R. 2987.
The procedure began in the extraordinary plenary session on September 30, 2026, which initially approved the modification of the regulatory base for nominative grants. The agreement was submitted for public information via an announcement in the BOP of Lugo no. 228, on October 6, 2026, for a period of fifteen days. As no objections were presented, the modification was definitively approved, as stated in the announcement signed in Negueira de Muñiz on October 29, 2026, by the mayor, José Manuel Braña Pereda.
The approval is framed within the regime of modifications to the budget execution bases set out in the Recast Text of the Law Regulating Local Treasuries, approved by Legislative Royal Decree 2/2004, of March 5 (article 169.1, by referral of 179.4), which requires prior public exhibition before final approval. The modification affects both the amounts and the programs of the nominative grants included in the annex of Base 24, corresponding to the 2026 general budget.
The two nominative grants
The approved breakdown is as follows:
- Asociación pola Defensa das Variedades Autóctonas e Viñedos da Cunca do Río Navia (CIF G27432780): 1,500 euros, charged to item 338.480.
- Morty Jaleo (NIF 23064530S): 600 euros, charged to item 330.480.
The larger amount corresponds to the associative entity dedicated to the defense of native varieties and vineyards of the Navia basin, while the second contribution is of an individual nature. In total, the two lines add up to 2,100 euros in nominative aid.
What the modification of Base 24 implies
Base 24 of the 2026 budget execution bases regulates the regime of nominative grants, that is, those granted directly to a specific beneficiary without competitive bidding. The approved modification defines it as an “annex” in which the beneficiaries, amounts, and imputation items are listed.
In exchange, the council adjusts the amounts and programs of the two previously planned subsidies, so that the allocated amounts coincide with budget items 330.480 and 338.480 of the current financial year. The final approval closes the window for appeals at the municipal level and leaves the grants ready to be paid in accordance with the general subsidy regime.
Further budgetary movement in the same plenary session
The announcement of the nominative subsidies shares the same origin as the final approval of credit transfer 142/2026, processed in the same extraordinary plenary session on September 30, 2026, and also published in BOP no. 252 under reference R. 2986. This file moves 26,000 euros between different expenditure areas, with increases in items for popular festivals, public lighting, water supply, waste, and general administration, and decreases in personnel remuneration and social security contributions.
Both operations confirm a budgetary adjustment agenda closed in the autumn, with the objective of reorganizing items and ensuring direct grants are covered before the end of the financial year.
Impact on the sector
The two nominative lines provide public support for a small-scale but unique activity in the council: the conservation of native vine varieties and the maintenance of vineyards in the surroundings of the Navia river. The grant to the sectoral association, amounting to 1,500 euros, is the main contribution and focuses precisely on the defense of these traditional varieties, while the second subsidy, of 600 euros, completes the framework of direct grants.
For readers in the sector, the publication in the official bulletin confirms that the amounts are definitively fixed and that it is no longer possible to file claims within the municipal sphere against their inclusion in Base 24.
